摘 要
本文通过对中国银行辽宁省分行现有运营控制管理系统的研究发现,基于集中授权
的运营风险控制方案可以有效结合银行操作普遍以交易驱动并日益信息化的优势,具有
提高作业效率和加强风险控制的双重作用。集中授权风险控制方案是一个可以同时满足
控制操作标准化、减负前台、优化流程、降低成本、防控风险目标的,比较适合现阶段
中国银行发展的优化方案之一。
本文首先分析了辽宁省分行在运营风险控制方面现行的办法及原则,继而对其中存
在的问题进行了总结,发现现有操作方案对于风险控制、操作标准化、现实情况、成本
控制不具有积极意义。针对这些问题本文提出建立基于集中授权制度的运营风险控制体
系作为对策。集中授权制度不但对外可以防范外部欺诈与市场风险,对内防范操作及人
员道德风险,而且可以减负前台,实现控制操作标准化、流程优化、降低成本。此外,
实行集中授权同时需要建立中银集团柜员行为能力档案信息共享库;加强业务经理、核
准人员、柜员队伍建设;建立强大的运营中台减压增效降成本;转变运行监控思路,关
注风险预警价值体现;创新银企对账风险管理,打通风险信息传递渠道。
本文主要针对集中授权成本控制及效果进行了实际测算,通过测算,得出人数与总
成本之间函数,进一步算出机构最优规模;同时对柜面业务上收集中授权后效率提高幅
度进行了测算,在此过程中综合运用了优劣对比分析法、实证分析法、系统分析法、统
计学方法。根据推导出的集中授权应用数学模型可以对集中作业项目投产规模和业务品
种给出成本与效率的最佳方案。

Abstract
This article through to the bank of China branch in Liaoning province existing
operation control management system, according to a study based on centralized
operational risk control scheme can effectively combine the bank authorized by the
operating common driven by trade and increasingly information advantage, improve
the working efficiency and strengthen risk control of dual role. Centralized authority
risk control scheme is a can satisfy the control operation standardization, at the same
time during the front desk, optimization of process, to reduce the cost and risk
prevention and control of the target, is suitable for the development of the bank of
China at present stage one of optimization.
This paper first analyzes the Liaoning province branch current in terms of
operational risk control measures and principles, and then has carried on the summary
to the problems; find the existing operation scheme for risk control, operation
standardization, reality,and cost control has positive significance. Centralized
authorization system as conntermeasures to solve these problems of operational risk
control system have been put forward in the paper. Centralized authorization system
not only foreign can prevent external fraud and market risks, internal operations and
personnel to prevent moral hazard, and can reduce the front desk, control operation
standardization, process optimization, reduce the cost. In addition,the centralized
authorization needs to build capacity, BOCG teller archives information Shared library;

This article mainly aims at centralized authorization actual calculation, the effect
of cost control and by measuring the number and the total cost between functions,
further organization of calculate the optimal size; To counter business at the same time
taking calculates the concentration increase efficiency after the authorization, in the
process, the integrated use of the advantages and disadvantages compared analysis,
empirical analysis,system analysis,and statistical methods. Mathematical model is
