摘 要

近年来,国内油品市场格局发生显著的变化,各大石油销售企业的竞争压力
随着国内油品市场的逐步放开也显著增加,作为传统石油制品的沥青销售利润不
断下降,同时受国内沥青价格传导机制不完善的不利影响,沥青销售企业迫切需
要增加产品附加值,进而提升销售利润。因此从物流供应链的角度出发,对沥青
供应链上的各物流要素进行优化已成为挖掘沥青销售企业利润空间的重要手段
之一。本文试图通过中国石油华中沥青销售公司物流系统的优化,来进一步提高
沥青产品的销量和市场占有率,从而增加企业利润。

本文以沥青物流理论为依据,应用比较、分析、SWOT 等方法,针对中国石
油华中沥青销售公司物流中所存在的问题,提出了改进、优化公司沥青物流的思
路与方案。文章首先从理论上对沥青物流的基本概念进行了分析,探讨了华中销
售公司沥青销售的物流发展现状及其所处的背景,分析了其沥青物流管理现状和
所存在的物流问题,并进一步探讨了产生这些问题的原因。在此基础上,针对在
其沥青物流运作中存在的问题,提出了对沥青物流全面优化的方案,重点对中国
石油华中沥青销售公司的物流配送方案、仓储布局方案及库存决策方案等物流供
应链环节进行了优化策略分析,致力于通过管理方式、仓储管理、配送系统、库
存决策和空间布局方案的有效优化,降低其沥青供应链上的物流总成本。这些优
化方案尝试对公司的沥青物流管理模式加以改善,借鉴现代物流管理的运行模式
来改造华中沥青销售公司的物流管理模式,提高物流配送效率,降低物流运输及
仓储成本,改善物流服务水平。最后,本文还测算了经过物流优化后沥青供应链
所增加的经济效益、管理效益和社会效益,尝试从效益的角度对优化方案进行验
证。

中国石油华中沥青销售公司在沥青行业的产品销售及其物流运作中具有一
定的典型性,因此,基于华中沥青销售公司物流供应链所设计的优化方案也具备
一定的适用性和广泛性,可为国内沥青同行业的物流优化提供一定程度的借鉴。

Abstract

In recent years, the domestic oil market pattern changed remarkably, each big
petroleum sales enterprises competitive pressures with the gradual opening of
domestic oil market has increased significantly, as the traditional oil product sales
profit margin decline of asphalt, especially in the domestic asphalt pricing mechanism
is not perfect, the asphalt sales business development facing a severe test, optimize
logistics has become an important means of mining asphalt sales profit margins. This
paper attempts through system optimization of logistics in CNPC sales company to
improve sales and market share, thereby further increasing corporate profits.
The article put forward the scheme on the asphalt logistics and supply chain theory,
and propose programs to improve the logistics system. The article first describes the
basic concepts and theories of asphalt logistics and supply chain , and analyzes the
logistics development status and the context in Central China sales company's current
situation of logistics and logistics management problems that exist , and to further
explore the causes of these problems. On this basis , for the presence in its logistics
operations in the asphalt problem, a comprehensive logistics system optimization
program. Such as vehicle scheduling optimization , optimization of the overall storage
deployment pattern . These optimization methods attempt to improve asphalt logistics
management mode of the company, by referring to the operation mode of the modern
logistics management to transform the central asphalt company sales logistics
management mode, improve the efficiency of logistics, reduce the logistics
warehousing and transportation cost, improve the logistics service level. Finally, this
paper also calculates the economic benefits and social benefits management through
the logistics optimization of asphalt supply chain increased, try to verify the
optimization scheme in terms of benefit.
Central China sales company product have certain typical nature in the asphalt
industry and logistics operation, therefore, the design optimization of supply chain
logistics based on Central China sales company also has certain applicability and
universality, can provide a certain degree of reference for the optimization of logistics
industry with the domestic asphalt.
