摘 要
随着SH石油工程公司的规模不断扩大，建立了许多分公司。分支机构的不断增加
使公司的成本和管控难度不断增加，经营风险和财务风险也随之上升。SH石油工程公
司如果要改变这种现状，需要采取一种新的财务管理模式。国外许多大型企业及国内少
数企业为解决此类问题已经采取了一种新的财务管理模式——财务共享服务管理模式
但这种管理模式是否适合SH石油工程公司
本文首先通过文献研究方法，研究了国内外学者对财务共享服务模式的研究现状，
这种模式可以降低成本、提高管理效率等目的。然后，结合SH石油工程公司的目前的
财务管理模式，分析了公司目前存在的问题及原因，如管理成本居高不下、控制力弱化
等；建立这种模式能解决公司的上述问题也符合公司发展要求，如这种模式能够帮助公
司的并购和扩张、加强集团管控、提高管理效率、降低成本等；分析了公司现在已经具
备建立财务共享服务模式的一些条件，如正在使用ERP系统、发达的通讯网络、已经集
中管理等。通过以上分析，SH石油公司是适合建立财务共享服务管理模式的。具体怎
样构建，本文设计了一套实施方案。首先进行选址和组织机构的建立，然后是各种信息
系统的建设和业务流程再造，第三是对共享中心的绩效评价和与企业的服务协议的签订
此模式的成功构建离不开公司领导和员工的支持，还有完善的信息系统和绩效考核等制
度作为保障
通过本文的分析，SH石油工程公司适合建立财务共享服务中心，这种财务管理模
式可以解决公司目前管理成本居高不下、管理效率低下等问题，同时公司也具备了建立
财务共享服务中心的一些基本条件。希望本文的研究能对SH石油工程公司构建财务共
享服务中心起到帮助作用。同时，也希望对准备实施财务共享服务的其他企业起到一定
的借鉴作用

ABSTRACT
With the expansion of SH oil engineering company, many molecular companies have
been established. The increasing number of branches increases the cost and control difficulty
of the company and increases the operational risk and financial risk. The SH oil engineering
company needs to adopt a new financial management mode if it is to change the status quo.
Foreign and domestic minority enterprises have adopted a financial management mode for
solving such problems -- financial sharing service management mode. But is this management
model suitable for SH oil engineering.
This paper firstly studies the theory of financial sharing service mode, which can reduce
cost and improve management efficiency. Then, by combining the current financial
management mode of SH petroleum engineering company, the existing problems in the
company are analyzed, such as high management cost and weakening of control. The
establishment of this model can solve the above problems of the company and meet the
development requirements of the company, such as the company's merger and acquisition
expansion, strengthening group control, improving management efficiency and reducing costs,
etc. The company has already had some conditions for establishing financial sharing service
mode, such as using ERP system, developed communication network, centralized management,
etc. Through the above analysis, SH oil company is suitable for the establishment of financial
sharing service management mode. Specifically how to build,This paper designs a set of
implementation plan. Feasibility assessment first, and then the location and the establishment
of the organization, the third is the construction of information systems and business processes,
the fourth is the performance evaluation of sharing center and service agreement with the
enterprise. The successful construction of this model cannot be separated from the support of
the company's leaders and employees, as well as the perfect information system and
performance appraisal system.
It is hoped that this study can help SH oil engineering company to build financial sharing
service center. At the same time, it also hopes to provide some reference for other enterprises
preparing financial sharing services.
