摘 要
水泥工业是我国重要的原材料工业,一直为国家经济建设提供了强大的物资基
础。在可持续发展成为全世界关注的焦点问题,以及我国水泥行业产能严重过剩的
当今,如何转变水泥行业发展方式,推动水泥企业转型发展成为政府、协会、学者
和企业人士共同思考的重大问题。在这个时期,研究和探讨水泥企业转型升级的战
略方向以及实施路径显得尤为重要。
本文以水泥行业具有代表性的大型水泥企业——C 集团公司作为研究对象,借
鉴国内外转型升级的研究成果,结合企业的实际情况,采用文献综述、理论联系实
际和案例分析的方法进行研究。文章按照提出问题、分析问题、解决问题的研究思
路,从分析 C 集团公司目前面临的环境及变化趋势与当前战略的不一致性入手,提
出了以企业可持续发展为目标,以推动企业产业结构从单一产品经营向以产业链延
伸为基础的相关多元化转变、市场战略布局从扩大规模向打造区域竞争优势转变、
竞争模式从生产制造向“生产+服务”模式转变、生产观念从规模生产向全面清洁生
产转变、集团管控模式从财务管控型向经营管控型转变为途径,以加强人才队伍建
设和提升技术创新能力为支撑的转型升级战略建议,驱动企业转型发展。本文研究
的意义不仅对 C 集团公司在新的发展阶段如何转型发展具有借鉴意义,同时对推动
我国水泥行业发展方式的转变也具有参考价值。

Cement industry is the important raw material industry in our country. It has provided
a strong material base for the country's economic development. Today the sustainable
development becomes the focus of the world, and the cement industry is facing the severe
overcapacity problem. So the government, cement association, academics and
entrepreneurs together consider the major issues that how to change the cement industry
development mode and to promote the cement enterprises’ transformation. During this
period, it is particularly important to study and explore the cement enterprises’ strategic
direction on transformation and implementation path.
In this paper, The author chooses the representative large cement enterprise - C group
company in this industry as the research object to do some research through drawing
lessons from the domestic and foreign research results on transformation and upgrading,
combining with the actual situation of enterprises, using literature review, linking theory
with practice and case study. According to the research thought of raising questions,
analyzing solving problems, starting with the inconsistency between the environment and
change trend of C group company and current strategy, the author put forward the
development path of the enterprise’s transformation and upgrading. That is to change the
industrial structure from a single product management to related diversification based on
industry chain extension, market strategic layout from expanding the scale to creating
regional competitive advantages, competition model from manufacturing to the product +
service, producing mode from mass production to fully clean production, management
mode from financial management to management controlling. Through strengthening the
talents team construction and promoting the technology innovation ability, the company
will get the support of transformation and upgrading. The significance of this article is not
only to the C group company’s transformation in the new development stage but also to
promoting transformation of China's cement industry development mode.
