摘 要随着中国通讯行业的重组,中国移动、中国电信、中国联通由此形成了全新的“三足鼎立”的竞争形势。在面对强大的生存压力下,中国联通不能仅仅是依靠 3G 的标准化差异和服务质量等方面来抢占市场份额,更需要从自身的角度出发不断完善当前的运行模式。为此早在 2010 年中国联通成立网络分公司并由省部对其进行垂直管理。湖南省网络分公司作为湖南联通公司旗下独立的网络公司,网络分公司的运行效率高低不仅仅关系到其自身的发展,也关系到湖南联通能否在充满竞争的市场中站稳脚跟,更加关系到中国联通整个集团的战略部署。因此对中国联通湖南省网络分公司的运行模式研究具有较强的现实意义。

本文首先从垂直管理和经营绩效着手,在介绍了公司的几种组织架构之后对垂直管理模式进行了具体的探讨。接着回顾了中国联通近年来几次重大的改革和此次湖南省网络分公司的改革目的,并着重分析了湖南省网络公司的当前运行模式。并用从企业的盈利能力、资产运营水平、偿债能力三个方面入手通过纵横向的分析对比来对湖南省网络分公司的经营绩效来进行衡量。接着从组织架构、职能分工、绩效考核和薪酬体系四个角度来分析当前湖南省网络分公司在运行中存在的问题。最后结合当前国内的形式提出了网业分离的构想,并分析了网业分离对整个通讯行业所带优点,接着对省网络公司的改革路径上提出了构建绿色网络、抓住 3G 市场机遇和加强网络公司安全管理的建议。

联通此次将网络维护等部门成立网络分公司并进行垂直管理,使联通公司的管理效率大大提升,使各省级公司能够更好的贯彻集团的指导战略,在通讯市场上联通也正在逐渐缩小与移动、电信的差距。然而此次改革也并非十全十美,网络分公司在组织架构、职能分工、绩效考核和薪酬体系等方面存在的问题阻碍了网络分公司的自身发展和集团整体的战略部署。因此在未来的发展中,联通网络分公司应当尽可能的完善其运行模式,抓住 3G 市场机遇、构建绿色节能网络的同时加强网络安全管理。而对整个通讯行业来说,逐步的实现网业分离,使通讯行业实现自由竞争,在提升网络公司运行绩效的同时使人民享受到电信技术进步所带来的便捷性。

IIAbstractWith the restructuring of China communication industry, China mobile, Chinatelecom, China Unicom, this has formed the new “three pillar” competition. In theface of the strong survival pressure, China Unicom can't just rely on thestandardization of 3 g difference and service quality, etc to grab market share, morefrom the perspective of their own need to continue to improve the current operationmode. To do this as early as in 2010, the branch of China Unicom set up networkand by the provincial department of vertical management, the purpose is to give fullplay to the network of the company's professional advantages, network branch on theoperation mode, however, exists many problems, to some extent hindered thedevelopment of China Unicom. Branch network in human province as anindependent network company, Hunan Unicom company's branch networkefficiency of high and low not only relates to its own development, also relates to theHunan Unicom could gain a foothold in the competitive market, more related to thegroup's strategic deployment to China Unicom. So the research on the mode of theChina Unicom network branch of Hunan province has strong practical significance.This paper from the vertical management and business performance, thecompany introduced several kinds of organization structure after the verticalmanagement mode has carried on the concrete discussion. China Unicom arereviewed in recent years, several major reform and the reform of the Hunan branchnetwork, and emphatically analyzes the current operation mode of the networkcompany of Hunan province. And level of profitability, assets operation, from theenterprise debt paying ability three aspects through the analysis of vertical andhorizontal to compare to network of Hunan province branch business performance tomeasure. Then from the organization structure, division of functions, performanceappraisal and compensation system of four angles to analyze the problems existingin the operation of the current network of Hunan province branch. Finally combiningwith the current domestic form, this article puts forward the idea of network industryseparation, separation of the whole communication industry and analyzes thenetwork industry with advantages, then the province put forward the reform path ofthe network company of building green network, seize 3 g market opportunities, andstrengthen the network of the company's safety management advice.Unicom will the network maintenance departments set up branch network andvertical management, make China Unicom to enhance the efficiency of management,make each provincial companies to better carry out the guide strategy of group,Unicom is also in the telecommunications market gradually narrow the gap withmobile, telecom. However, the reform is not perfect, network branch in theorganization structure, division of functions, performance appraisal andcompensation system problems hampering the network branch of its owndevelopment and the group's overall strategy. Therefore, in the future developmentof China Unicom network branch should as far as possible to improve its operationmode, seize 3 g market opportunities, build green energy saving network at the sametime, strengthen the management of network security. And for the wholecommunication industry, to the implementation of the network industry separation,realize free competition of communication industry in promoting the network ofcompany operation performance at the same time make people enjoy theconvenience brought by the telecommunications technology progress.Key words: Unicom branch network;Vertical management;The operation mode;Business performance
