自从20世纪60年代开始,出现了这样的一种现象,世界各地的发达国家,
其经济的重心从工业开始转向服务业,服务业在就业和国内生产总值中所占的比
重和其重要性不断加大,全球产的业结构逐渐呈现出“工业型经济”向“服务型
经济”转型的总趋势。服务业的快速发展给人们带来了另外一个管理层面的思考,
其中,就为服务供应链的兴起提供了良好的机遇。由于使用服务供应链管理的行
业既多又有各自的特点,所以针对不同的领域的服务供应链的共性研究以及针对
不同服务行业的个性研究是一个有很大发展空间的领域。

社区医疗卫生机构属于服务业,社区卫生服务中心要在市场竞争中寻求发
展,就要全面提高卫生服务水平和市场竞争能力,而实现这一目标,由于供应链
的作用越来越大,它不仅能够帮助企业节约成本而且还能够提高企业在市场中的
竞争地位,这一点也适用医药企业。本文以沙园社区卫生服务中心为研究对象,
通过对该中心医疗服务供应链管理现状的诊断,逐一分析该企业在供应链管理中
所存在的具体问题;并结合社区医疗服务特性与服务供应链相关研究,深入探讨
医疗服务自身的特点,应用质量功能展幵方法这一有效的管理方法,来指导该中
心医疗服务供应链管理优化方案的设计、组织、战略规划和具体的流程优化;然
后,在此基础上,建立沙园社区卫生服务中心医疗服务供应链的三级网络模型;
同时,提出相关的控制机制和保障措施,通过建立PDCA (Plan-Do-Check-Act)
循环,对方案进行修正与改进完善,形成一个良性的系统循环;最后,得出社区
医疗服务应当借鉴供应链及其管理的核心思想,在提升医疗服务管理水平的同时
巩固和提高自身的竞争优势。

本论文选题拟从微观层面上对沙园社区卫生服务中心医疗服务供应链管理
优化的问题进行研究,以期对发展我国社区医疗服务提供一条良好的途径,对国
内其他社区卫生服务中心提高医疗质量,降低医疗成本等方面具有一定的借鉴意
义。

ABSTRACT
Since 1980,the economic center in a lot of countries in the world gradually transferred to the
service trade, and the world industry has shown a turning from industrial economy into service
economy. The service industry is playing more and more important role in the country&39;s economy.
Then,the emergence of service industry certainly gives service supply chain an opportunity to
further development. Due to diversification of service supply chain and different service industry
have different characteristics. Therefore,the research of Service Chain Management is a very real
and meaningful issue.
The community healthcare service belongs to service industry, and community health service
center of all levels must increase the service level,enhancing market competitiveness in order to
survive and develop in the market economy competition. Therefore,it provides us with a new
thinking way to introduce the theories of supply chain management for enhancing the
competitiveness of community health service center. Due to the growing role of the supply chain,
it can not only help companies to save costs but also to improve the competitive position of
enterprises in the market, this also applies to pharmaceutical companies.
This article takes Community Health Service Center of ShaYuang as a research objective. To
diagnose the present status of supply chain management of health service, further to analyze the
existed issues from this level. Also comprehensive use of the Quality Function Deployment
Management theory, it present us the efficient policy of the supply chain. On this basis,
construction of Quality Evaluation System and then build a three rank network model of
Community Health Service supply chain; meanwhile, it keeps the rule from controlling method in
the supply chain., and PDCA (Plan-Do-Check-Act) system, so that constantly perfects this project
Finally, we came at a conclusion that this research contents are of certain significances in
providing reference for the community health service center to enhance their core competitiveness
through implementing the supply chain management
By the research in this paper, it provides us with a new thinking way to improve the medical
service level, reduce health care costs, and improve medical service system.
