摘要
2009年以来,在_家政策扶持和产业链共同努力下,我国TD-SCDMA智能手
机产业取得了快速发展,但同时也存在诸多问题,如:网络有待优化、应用业务
不够丰富、手机终端相对较少、设备厂商跑马圈地、芯片成本较高、操作系统受
制于人、CP/SPj .商面临重新定位、产业链薄弱、商业运营模式不清晰、国际市
场被垄断等,这使该产业的发展面临着严峻考验。在这种情况下,对我国TD-SCDMA
智能手机产业竞因素与发展战略进行系统性研究就显得尤为重要。

本文是在对国内外3G智能手机产业发展状况、模式分析的基础上,运用
PEST、波特钻石模型和SWOT等方法,对我国TD-S⑶MA智能手机产业发展的宏观
环境、产业竞争力进行分析,总结出影响产业发展的内部优势、劣势因素以及外
部机会、威胁因素,并对这些影响因素进行了 SWOT定量分析,最终提出了适合
该产业发展的战略选择及相应的战略实施建议。

本文认为,在我国政治稳定、社会发展、经济繁荣的大环境下,在政府积极
扶持、产业链竞争力不断提高的情况下,我国TD-S⑶MA智能手机产业优势大于
劣势,机会多于威胁。产业的发展宜采用机会型增长战略,即在充分发挥产业自
身优势的同时,紧紧把握国家的发展战略、市场需求持续增长以及物联网等相关
产业带来的良好发展机遇,对产业发展的各个环节进行规范和完善,实现产业的
规模和长远化发展。

本研究希望为促进我国TD-SCDMA智能手机产业快速、健康的发展提供有益
的帮助,同时也为关注该产业发展的政府相关部门和产业链相关单位提供一些有
价值的参考。

Abstract
Since 2009, our country's TD-SCDMA intelligent mobile phone industry had
obtained rapid development by the promotion of the country's policy and the
industrial chain, while there are also many problems exists, such as: network to be
optimized, application service not rich enough, mobile phone terminal relatively small,
equipment manufacturers expand rapidly, Chip cost high, operating systems being
monopolized, CP/SP manufacturers face new fixed positions, industrial chain weak,
business mode not clear, international markets being monopolized. These make the
development of the industry face severe tests. In this case, systematic study on
development strategy of our country's TD-SCDMA intelligent mobile phone industry
is particularly important.
On the basis of analysis of development condition, development mode in
domestic and foreign 3G intelligent mobile phone industry, and with the methods of
PEST, Potter diamond model and SWOT, this paper undertook an analysis of the
macro environment, industrial competitive environment of our country's TD-SCDMA
intelligent mobile phone industrial development, summed up the internal superior
positions and inferior positions, external opportunities and threaten factors which
impact the industrial development,made SWOT quantitative analysis for these factors,
and finally put forward strategic choice and corresponding strategic implementing
suggestions suitable for the development of the industry.
The article believes that, under the background of China's political stability,
social development, and economic prosperity, and in the circumstances that our
government actively support, and competitiveness of industrial chain continuously
improve, the advantages of China's TD-SCDMA intelligent mobile phone industrial
outweigh its disadvantages, and its opportunities outweigh its threats. Industrial
development should adopt the strategy of opportunity growth, namely, give full play
to its own advantages of the industry, and at the same time firmly grasp the country's
development strategy, the good opportunities for development brought by continuous
growth of the market demand and by other relevant industries, and standardize and
perfect all the links of the industrial development, and thus realize the industry's scale
development.
This research is intended to provide valuable help to promote fast, healthy
development of China's TD-SCDMA intelligent mobile phone industry, and at the
same time provide some valuable reference for relevant government departments and
relevant units in the industrial chain that pay attention to the industrial development.
