改革开放以来，随着我国经济的快速发展，资源不足、环境恶化等问题也
随之出现。作为主要的生态环境污染者和资源消耗者的企业，其环保责任行为

期业绩压力下会短视，那么继任高管不得不降低回报周期较长的环保投资。根
据信息不对称理论，如果高管变更后，企业内外信息的不对称性提高，重污染
企业面临更高的融资制约，那么企业的环保投资将会缺乏运转资金。根据社会
网络理论与结构洞理论，如果高管变更带来的动荡可以破坏企业环保责任履行
所需要的稳定环境，那么高管变更最终对企业环保投资产生负面影响，降低经

环保投资从外部看，环境规制是影响企业环保投资决定的主要外部因素之。

企业的行为往往是对环保规制做出回应，无论投资环境生产技术，还是购买新
的污染设备，这些决定行为受到环保监管的影响。从内部看，企业本身的内部
控制就是对企业履行环保责任的内部激励和自我惩罚。如果高管变更导致了环
保投资的动力不足，企业缺少环保意识，没有享受到环保投资的长期利益，那
么环保规制和内部控制作为相对外生的变量，其监督管理机制的完善是否可以
对环保投资起到促进作用呢？
