２０３年以来，国有企业混合所有制改革直是我国政府工作的重点，其
目的是督促国有企业聚焦主责主业，健全市场化机制，建立核心竞争优势，以

系统风险是由外部因素引起的，这些因素将作用于市场上几乎所有的公司
系统风险本质上是市场主体对外部因素变化的敏感程度，越敏感则说明公司系
统风险越高。本文在现有研宄的基础之上，以国有企业混合所有制改革为背景，
检验了非国有股东持股与非国有股东委派董事对企业系统风险的抑制作用；在
区分了垄断性国有企业和竞争性国有企业后发现非国有股东治理对垄断性国有
企业系统风险的抑制作用不显著；由于非国有股东在垄断性国有企业难以起到

预期作用，因此本文进步的以竞争性国有企业作为样本来研宄经济政策不确
定性对非国有股东治理与企业系统风险的调节作用。通过理论分析与数据结果
的支持，本文发现非国有股东治理能够抑制企业系统风险，但这种抑制作用在
垄断性国有企业中不显著，经济政策不确定性在竞争性国有企业中对非国有股
东治理与企业系统风险的关系具有调节作用。

混合所有制改革影响的研宄。国内的学者多把研宄的目光放在了混合所有制改
