当今社会，数字经济飞速发展，大数据、云计算、区块链等技术的不断创新，让
我们在第四次工业革命中渐行渐远。数字经济时代的到来，不仅为我国经济注入新的
动能，而且其特有的数字优势，为我国经济发展提供了新途径。《“十四五”数字经济
发展规划》也指出，为了应对新形势新挑战，拓展我们的经济发展空间，必须要把握
数字经济新机遇。在2020年我们实现了全面建成小康社会的伟大梦想，但伴随经济
总量不断增长而来的是，我们国内经济发展出现了不平衡、不充分的问题，单纯的高
速发展难以满足我们国家当今的需要，高质量发展成为必由之路。在我国的西部地区，
数字经济的发展也引起了越来越多的关注。如何借助数字经济推动西部经济高质量发
展，以及西部地区如何抓住发展机遇，实现新的腾飞，成为亟待研究的重要课题。
自实施西部大开发以来，西部地区取得了十分耀眼的成绩，但是，伴随飞速增长
的经济而来的是西部地区存在较大的污染和能耗。西部地区需要转变原有增长模式，
走高质量发展道路。因此，本文首先梳理了学者们关于数字经济和高质量发展的相关
研究，继而探讨数字经济促进经济高质量发展的理论基础和作用机制。接着分析了我
国西部地区数字经济和经济高质量发展现状，并在相关研究基础上，建立了衡量我国
西部地区数字经济和高质量发展的指标体系，并对西部地区的数字经济和高质量发展
进行了测度。最后实证验证了数字经济对西部地区经济高质量发展的促进作用，以及
数字经济促进西部地区经济高质量发展的路径。
本文选取了2000年—2021年我国西部地区除了西藏自治区的11个省、市、自
治区的数据，从创新、协调、绿色、开放和共享五个维度选取18个相关指标，构建
了西部地区高质量发展测度体系，从数字产业化和产业数字化两个维度出发，共选取
11个指标，运用熵权法构建数字经济水平指标体系，进行实证分析，主要结论如下：
一是数字经济对西部地区经济高质量发展具有显著的正向影响，且数字经济通过促进
西部地区的创新、协调和开放发展，进而促进西部地区的高质量发展。二是数字经济
通过产业结构转型升级间接促进西部地区经济高质量发展。三是数字经济对西北地区
和西南地区的高质量发展影响程度存在差异，对西部地区数字经济发展水平高的地区
和数字经济发展水平低的地区的高质量发展的促进作用也存在显著差异。基于上述实
证得出的路径结果，本文从四个方向提出了数字经济促进西部地区经济高质量发展的
建议。

ABSTRACT
In today's society,with the rapid development of the digital economy and
the continuous innovation of technologies such as big data,cloud computing,
and blockchain,we are gradually distancing ourselves from the fourth
industrial revolution.The arrival of the digital economy era not only injects
new momentum into China's economy,but also its unique digital advantages
provide new avenues for China's economic development.The 14th Five Year
Plan for the Development of Digital Economy also points out that in order to
respond to new situations and challenges,and expand our economic
development space,we must seize new opportunities in the digital economy.In
the just passed year 2020,we achieved the great dream of building a moderately
prosperous society in all respects.However,with the continuous growth of the
total economy,there have been problems of imbalanced and insufficient
domestic economic development.Simple high-speed development is difficult
to meet the needs of our country today,and high-quality development has
become the only way forward.In the western region of our country,the
development of the digital economy has also attracted increasing attention.
How to leverage the digital economy to promote high-quality economic
development in the western region,and how to seize development opportunities
and achieve new takeoff in the western region,have become important topics
that urgently need to be studied.
Since the implementation of the Western Development,the western region
has achieved remarkable results.However,with the rapid growth of the
economy,there is significant pollution and energy consumption in the western
region.The western region needs to transform its original growth model and
pursue a path of high-quality development.Therefore,this article first reviews
the relevant research on the digital economy and high-quality development at
home and abroad,and then explores the theoretical basis and mechanism of the
digital economy promoting high-quality economic development.Subsequently,
the current situation of digital economy and high-quality economic

development in the western region of China was analyzed.Based on relevant
research,an indicator system was established to measure the digital economy
and high-quality development in the western region of China,and the digital
economy and high-quality development in the western region were measured.
Finally,empirical verification was conducted on the promoting effect of the
digital economy on high-quality economic development in the western region,
as well as the path of digital economy promoting high-quality economic
development in the western region.
This paper selects the data of 11provinces,cities and autonomous regions
in western China except Xizang Autonomous Region from 2000to 2021,
selects 18relevant indicators from five dimensions of innovation,coordination,
green,openness and sharing,builds a high-quality development measurement
system in western China,selects 11indicators from two dimensions of digital
industrialization and industrial digitalization,uses entropy weight method to
build a digital economy level indicator system,and conducts empirical analysis,
The main conclusions are as follows:Firstly,the digital economy has a
significant positive impact on the high-quality development of the economy in
the western region,and the digital economy promotes innovation,coordination,
and open development in the western region,thereby promoting high-quality
development in the western region.The second is that the digital economy
indirectly promotes high-quality economic development in the western region
through industrial structure transformation and upgrading.Thirdly,there are
differences in the impact of the digital economy on the high-quality
development of the northwest and southwest regions,as well as significant
differences in the promotion of high-quality development between regions with
high levels of digital economy development in the western region and regions
with low levels of digital economy development.Based on the empirical results
obtained above,this article proposes suggestions from four directions for
promoting high-quality economic development in the western region through
the digital economy.
