Protection of Digital Assets on High Quality

二十大以来，数字经济的快速发展，经济高质量发展进程不断推进，经济增
长经历了由注重经济增长数量到经济增长质量的转变，数字经济作为新型增长点
的战略地位不断提升。数字资产作为数字经济的重要组成部分，数字经济的发展
与数字资产的知识产权的保护息息相关。本文从数字资产的概念以及知识产权保
护入手，分析各地区数字资产的知识产权保护发展现状，从经济高质量发展的根
本路径出发，从经济高质量发展的质量变革、效率变革、动力变革三个维度进行
分析，通过选取2011-2021全国30个省的面板数据，采用熵值法从经济发展质
量、效率、动力三个维度测度经济高质量发展水平，通过构建面板数据模型分析
数字资产的知识产权保护对经济高质量发展的质量维度、效率维度以及动力维度
进行实证分析。
主要研究结果为：第一，从经济高质量发展的质量维度看，我国东中西以及
东北部地区在经济高质量发展的质量维度上差距显著，东部地区显著高于中西部
以及东北部地区，主要表现为产业结构高度化的领先以及废水、废弃排放量，单
位GDP 能耗的领先；从经济高质量发展的效率维度上看，依靠大量投入要素的增
长模式难以为继，表现为资本产出效率的持续下降。人力资本以及土地资源利用
效率显著提高，这体现为我国劳动投入要素质量的提升以及土地使用效率的显著
提高；从经济发展的动力维度上看，创新投入的增加对我国经济发展注入持续动
力，大量科技研发投入以及创新效率的提高对我国经济发展起到了强有力的助推
作用。第二，从总体上来看，数字资产的知识产权保护能够显著的影响经济高质
量发展，并且在质量效率动力三个维度上均显著。在动力维度上，数字资产的知
识产权保护存在门槛效应，有一个门槛值。第三，地区异质性分析结果显示，我
国不同地区知识产权保护对经济高质量发展的效果不一致，在东、中部地区的回
归结果显著，在西部、东北部地区的结果不显著，这说明数字资产的知识产权保
护对经济高质量发展存在地区差异。
本文的主要对策建议为：第一，加快各地区数字资产法治体系的建设，提高
知识产权保护对数字资产的保护水平；第二，提高技术创新效率，通过技术创新
为经济增长提供新的发力点；第三，加强对绿色技术的知识产权保护，提高经济
发展的质量；第四，大力发展绿色经济，提高绿色要素投入以及受教育程度质量；
第五，加强数字经济基础设施建设，促进经济高质量发展。

ABSTRACT
Since the 20th National Congress,the rapid development of the digital economy
and the continuous advancement of high-quality economic development have led to a
shift in economic growth from focusing on the quantity of economic growth to the
quality of economic growth.The strategic position of the digital economy as a new
growth point has been continuously elevated.Digital assets,as an important
component of the digital economy,are closely related to the development of the
digital economy and the protection of intellectual property rights of digital assets.
Starting from the concept of digital assets and intellectual property protection,this
article analyzes the current development status of intellectual property protection of
digital assets in various regions.Starting from the fundamental path of high-quality
economic development,it analyzes the three dimensions of quality change,efficiency
change,and power change of high-quality economic development.By selecting panel
data from 30provinces in China from 2011to 2021,the entropy method is used to
measure the level of high-quality economic development from the three dimensions of
economic development quality,efficiency,and power.By constructing a panel data
model,empirical analysis is conducted on the quality,efficiency,and power
dimensions of intellectual property protection of digital assets on high-quality
economic development.
The main research results are as follows:Firstly,from the perspective of the
quality dimension of high-quality economic development,there is a significant gap in
the quality dimension of high-quality economic development between the eastern,
central,western,and northeastern regions of China.The eastern region is significantly
higher than the central,western,and northeastern regions,mainly manifested as a
leading industrial structure,as well as a leading amount of wastewater and waste
discharge,and energy consumption per unit of GDP;From the perspective of the
efficiency dimension of high-quality economic development,the growth model
relying on a large amount of input factors is difficult to sustain,manifested by a
continuous decline in capital output efficiency.The efficiency of human capital and
land resource utilization has significantly improved,which is reflected in the
improvement of the quality of labor input factors and the significant improvement of
land use efficiency in China;From the perspective of the driving force of economic
development,the increase in innovation investment has injected sustained momentum
into China's economic development.A large amount of investment in scientific and
technological research and development,as well as the improvement of innovation
efficiency,have played a strong role in promoting China's economic development.
Secondly,overall,intellectual property protection of digital assets can significantly
impact high-quality economic development,and is significant in all three dimensions
of quality and efficiency dynamics.In terms of driving force,there is a threshold
effect in the protection of intellectual property rights of digital assets,with a threshold
value.Thirdly,the results of regional heterogeneity analysis show that the effects of
intellectual property protection on high-quality economic development in different
regions of China are inconsistent.The regression results are significant in the eastern
and central regions,but not in the western and northeastern regions.This indicates
that there are regional differences in the impact of intellectual property protection on
high-quality economic development of digital assets.
The main countermeasures and suggestions of this article are:firstly,accelerate
the construction of the legal system for digital assets in various regions,and improve
the level of intellectual property protection for digital assets;Secondly,improve the
efficiency of technological innovation and provide new driving points for economic
growth through technological innovation;Thirdly,strengthen intellectual property
protection for green technologies and improve the quality of economic development;
Fourthly,vigorously develop the green economy,increase investment in green factors,
and improve the quality of education;Fifth,strengthen the construction of digital
economy infrastructure and promote high-quality economic development.
