摘要近年来,依托信息通讯技术迅猛发展的数字经济已经是我国经济建设与发
展的关键推动力。同传统的经济模式大不相同,数字经济主要是依托数字化数
据与信息技术作为要素的新型经济发展形态,数字经济的发展也为产生经济发
展新模式、创建新型产业、改善优化传统行业提供了途径与技术支持,这也会
不断促进区域发展主体的积极性,从而推动区域经济迅猛发展。特别是新冠肺
炎疫情大爆发以来,我国提出利用数字经济技术去整合资源,优化配置,以及
为政府部门做出正确高效的决策提供了大数据支持。数字经济的持续发展不仅
改变了人们的认知水平与思维方式,也极大的影响着家庭、企业及政府部门的
决策。基于此,我们更应该有效地利用数字化信息通讯技术去优化资源配置,
以此来达到数字经济助力绿色高质量发展的目标。
本文在阐释了数字经济和绿色全要素生产率相关研究基础上,使用我国长
江三角洲地区41个城市的面板数据,就其数字经济发展对绿色全要素生产率的
影响进行了研究。首先,本文用主成分分析法计算了数字经济发展指标,并使
用了具有非期望产出的超效率SBM 模型计算了我国长三角地区城市绿色全要素
生产率指数。其次,除了使用固定效应方法外,本文也使用了线性半参数模型
来进行深入研究了数字经济发展对绿色全要素生产率的非线性影响,该模型可
以有效的区分时空异质性,深入研究了人力资本和产业结构升级在其中的作用,
并为此进行了稳健性实证检验。
本文的结果如下:(1)就研究样本而言,数字经济对绿色全要素生产率存
在显著的正向影响,这一发现在经过稳健性实证检验之后仍成立。(2)数字经
济对长三角城市绿色全要素生产率的促进作用受到人力资本和产业结构升级的
显著影响。(3)在人力资本和产业结构升级的影响下,这种正向效应表现出显
著的时空异质性,其中省会和经济发达城市的正向效应最为显著。最后,基于
长三角地区数字经济发展与绿色全要素生产率之间的关系与影响机制,本文提
出了改善该区域以及其它经济发达城市群地区绿色经济发展的实用性政策建议。

ABSTRACT
In recent years,the digital economy relying on the rapid development of
information and communication technology has become a key driving force for
China's economic construction and development.It is quite different from the
traditional economic model.The digital economy is a new form of economic
development that mainly relies on digital data and information technology.The
development of digital economy also provides ways and technical support for the
generation of new economic development models,the creation of new industries,and
the improvement and optimization of traditional industries,which will continue to
promote the enthusiasm of regional development subjects,thus promoting the rapid
development of regional economy.Especially since the outbreak of the COVID-19,
China has proposed to use the digital technology of the digital economy to integrate
resources,optimize allocation,and provide big data support for government
departments to make correct and efficient decisions.Therefore,the continuous
development of the digital economy has not only changed people's cognitive level
and way of thinking,but also greatly affected the decisions of families,enterprises
and government departments.Based on this,we should more effectively use digital
information and communication technology to optimize the allocation of resources,
so as to achieve the goal of digital economy helping the green and high-quality
development of the economy.
On the basis of the relevant research on digital economy and green total factor
productivity,this paper uses the panel data of 41cities in the Yangtze River Delta
region of China to study the impact of digital economy development on green total
factor productivity.First of all,this paper uses the principal component analysis
method to calculate the development indicators of digital economy from multiple
dimensions,and uses the super SBM index method with unexpected output to
comprehensively and systematically calculate the green total factor productivity index
in the Yangtze River Delta region of China.Secondly,in addition to using the fixed
effect method,this paper also uses the partial linear function coefficient (PLFC)

model to conduct in-depth research.This model can effectively distinguish the
spatial-temporal heterogeneity,analyze how the development of digital economy in
the Yangtze River Delta affects the green total factor productivity,and analyze the
role of human capital and industrial structure upgrade in it,and conduct a robust
empirical test.
The results of this paper are as follows:(1)As far as the research sample is
concerned,the digital economy has a significant positive impact on green total factor
productivity,which is still valid after the robust empirical test.(2)The promotion of
digital economy on the green total factor productivity of cities in the Yangtze River
Delta is significantly affected by human capital and industrial structure upgrade.(3)
Under the influence of human capital and industrial structure upgrade,this positive
effect shows significant temporal and spatial heterogeneity,with the most significant
positive effect in provincial capitals and economically developed cities.Finally,based
on the relationship and influence mechanism between the development of digital
economy and green total factor productivity in the Yangtze River Delta,this paper
puts forward practical policy suggestions to improve the level of green total factor
productivity and promote the development of green economy in this region and other
economically developed urban agglomeration areas.
