重庆大学硕士学位论文摘要面对工业化和城市化快速推进带来的严峻环境挑战,如何走好“绿水青山”
和“金山银山”的双赢之路是中国目前亟需解决的重大现实问题。绿色技术创新
不仅能创造新的经济增长点获得经济绩效,还能降低污染排放释放环境效益,对
实现发展动力从资源依赖转向创新驱动,发展方式由粗放式发展转变为绿色低碳
发展具有重要意义。但现有研究大多聚焦于绿色技术创新在经济效益方面的表现,
而假定绿色技术创新能够改善环境质量,因而绿色技术创新能否抑制环境污染还
有待考证。在中国面对的环境挑战中,雾霾污染因其严重的危害性而受到国家高
度重视和社会广泛关注,虽然中国近十年来所开展的雾霾治理工作取得重大成效,
但仍然任重而道远。因此,研究绿色技术创新对雾霾污染的影响,并探讨绿色技
术创新在什么条件下能够更好地释放环境效益,为中国各级政府纵深推进污染防
治攻坚战提供思路,对中国推动绿色发展,实现人与自然和谐共生的中国式现代
化具有重要意义。
为此,本文以绿色技术创新的环境效益作为切入点,构建绿色技术创新影响
环境质量的理论模型,探讨绿色技术创新对中国城市雾霾污染的影响。随后,基
于2005-2018年中国272个城市的平衡面板数据,构建双向固定效应模型、空间
计量模型和面板门槛效应模型,实证检验绿色技术创新与中国城市雾霾污染之间
的线性和非线性关系。主要结论如下:(1)绿色技术创新对雾霾污染存在显著的
抑制作用。(2)绿色技术创新对雾霾污染的影响存在门槛效应,其影响将在研发
投入水平、收入水平和市场化水平跨越相应更高的门槛值后得以增强。(3)异质
性分析表明,只有在公众环境关注度和数字普惠金融水平较高的城市,绿色技术
创新才会显著抑制雾霾污染。(4)在抑制雾霾污染方面,绿色技术创新相较于非
绿色技术创新能够产生更强的环境效益。
基于以上结论,本文提出如下政策建议:(1)加大绿色技术创新投入,完善
绿色技术创新研发体系。(2)统筹城市协调发展,强化绿色技术创新边际环境效
益。(3)完善环境信息公开制度,鼓励公众参与环境监督。(4)齐抓新型基础设
施和配套政策措施,积极推动数字普惠金融发展。

Abstract
In the face of the serious environmental challenges brought about by rapid
industrialisation and urbanisation,how to take the win-win path of "green hills"and
"golden mountains"is a major practical issue that China needs to address.Green
technology innovation can not only create new economic growth points and gain
economic performance,but also reduce pollution emissions and release environmental
benefits,which is of great significance in realising the shift from resource-dependent to
innovation-driven development,and transforming the development mode from sloppy
development to green and low-carbon development.However,most of the existing
studies focus on the performance of green technology innovation in terms of economic
benefits,while it is assumed that green technology innovation canimprove
environmental quality,and thus whether green technology innovation can curb
environmental pollution remains to be proven.Among the environmental challenges
facing China,haze pollution has received widespread attention and national attention
due to its seriousness,and although China has achieved significant results in combating
haze in the past decade,there is still a long way to go.Therefore,it is important to study
the impact of green technology innovation on haze pollution and to explore the
conditions under which green technology innovation can better release environmental
benefits,so as to provide ideas for Chinese governments at all levels to promote the
battle of pollution prevention and control in depth,and to promote green development
in China and achieve a Chinese modernization in which people and nature live in
harmony.
To this end,this paper takes the environmental benefits of green technology
innovation as an entry point,constructs a theoretical model of the impact of green
technology innovation on environmental quality,and explores the impact of green
technology innovation on haze pollution in Chinese cities.Subsequently,a two-way
fixed effects model,a spatial econometric model and a panel threshold effects model are
constructed based on balanced panel data of 272Chinese cities from 2005-2018to
empirically test the linear and non-linear relationships between green technology
innovation and urban haze pollution in China.The main findings are as follows:(1)
There is a significant inhibitory effect of green technology innovation on haze pollution.
(2)There is a threshold effect on the effect of green technology innovation on haze
pollution,which is enhanced when the level of R&D investment,income level and

marketisation level cross correspondingly higher thresholds.(3)Heterogeneity analysis
shows that green technology innovation significantly suppresses haze pollution only in
cities with higher levels of public environmental concern and digital financial inclusion.
(4)In terms of suppressing haze pollution,green technology innovation can produce
stronger environmental benefits than non-green technology innovation.
Based on the above findings,this paper puts forward the following policy
recommendations:(1)Increase investment in green technology innovation and improve
the research and development system of green technology innovation.(2)Coordinate
the development of cities and strengthen the marginal environmental benefits of green
technology innovation.(3)Improve the environmental information disclosure system
and encourage public participation in environmental supervision.(4)To focus on new
infrastructure and supporting policy measures,and actively promote the development of
digital inclusive finance.
