摘要过去四十年以来,中国在经济上取得了举世瞩目的成就,这很大程度上与地
方政府设定增长目标推动经济增长的热情有关。但与此同时,环境问题却愈发严
重,重短期经济高速增长,轻经济发展质量成为大部分地方政府的选择。根据
《2020年中国环境状况公报》统计,在全国337个城市中,有40.1%的城市空气
质量尚未达标,占比超五分之二,环境问题十分严峻。事实上,绿色技术创新是
实现减污降碳协同增效的关键支撑。长江经济带作为引领中国经济发展的重要
引擎,也是生态环境保护和绿色发展的先行示范区。所以有必要以长江经济带为
研究对象,评估经济增长目标设定对绿色技术创新的影响。本文以长江经济带
105个地级市政府工作报告中公布的经济增长目标为切入点,探究其与绿色技术
创新之间的关系,本文的研究结论对于提升绿色技术创新水平,构建科学的政绩
考核体系具有重要意义。
本文首先结合经济增长目标管理可能对环境规制、财政支出以及信贷配置
产生的影响,提出经济增长目标管理影响绿色技术创新的理论机制;其次以
2007-2019年长江经济带105个城市为研究样本,综合考虑约束特征和政绩考核
方式的异质性,实证检验经济增长目标管理对绿色技术创新的影响,并进一步研
究两者之间可能存在的非线性关系,最后提出政策建议。
研究结论如下:经济增长目标的设定总体上呈逐年下降趋势,经历了早期相
对激进的设定后逐渐趋于平缓,“层层加码”的现象一直存在,且近年来存在不
能完成设定目标的情况,但差距较小。在总体上看,绿色技术创新水平逐年提高,
但区域间差异明显。实证结果表明:(1)经济增长目标管理会对绿色技术创新产
生明显的负向影响。且对绿色创新“质量”的抑制作用大于对绿色创新“数量”

的抑制作用。(2)当经济增长目标的设定方式采用软约束时,经济增长目标管理
对绿色技术创新的抑制效果不再显著;在政绩考核方式改变以前,经济增长目标
管理对绿色技术创新的抑制作用更强。(3)经济增长目标管理与绿色技术创新之
间存在非线性关系,随着政府科技支持力度加大和环境规制程度加强,经济增长
目标管理对绿色技术创新的抑制效应逐渐减弱。因此,政府应制定合理的经济增
长目标并建立科学的政绩考核体系,同时适当加大科技补贴力度和环境规制强
度,以期实现绿色可持续发展。

Abstract
ABSTRACT
Over the past four decades,China has achieved remarkable economic
achievements,which is largely related to the enthusiasm of local governments to set
growth targets to promote economic growth.However,environmental problems are
becoming more and more serious.Focusing on short-term high-speed economic growth
and neglecting the quality of economic development has become the choice of most
local governments.According to the "2020China Environmental Status Bulletin",
among the 337cities in the country,40.1%of the cities have not yet reached the air
quality standard,accounting for more than two-fifths.Environmental problems are very
serious.In fact,green technology innovation is the key support for realizing the synergy
of pollution reduction and carbon reduction.As an important engine leading China's
economic development,the Yangtze River Economic Belt is also a pilot demonstration
area for ecological environmental protection and green development.Therefore,it is
necessary to take the Yangtze River Economic Belt as the research object to evaluate
the impact of economic growth target setting on green technology innovation.This
article takes the economic growth goals announced in the government work report of
105paper in the Yangtze River Economic Belt as the starting point to explore its impact
on green technology innovation.The research conclusions of this paper are of great
significance for improving the level of green technology innovation and building a
scientific performance appraisal system.
This paper firstly proposes the theoretical mechanism of the impact of economic
growth target management on green technology innovation,considering that economic
growth target management may have an impact on environmental regulation,fiscal
expenditure and credit allocation.Secondly,taking 105cities in the Yangtze River
Economic Belt from 2007to 2019as the research sample,comprehensively considering
the heterogeneity of constraints and performance evaluation methods,empirically
examines the impact of economic growth target management on green technology
innovation,and considers the possible non-linear relationship between them.Finally,

this paper puts forward policy recommendations.
The research conclusions are as follows:the setting of economic growth targets
has generally shown a downward trend year by year,and has gradually leveled off after
relatively aggressive setting in the early stage.The phenomenon of "layer upon layer"
of economic growth targets has always existed.And in recent years,there have been
cases where the set goals cannot be achieved,but the gap is small.In general,the level
of green technology innovation is improving year by year,but there are obvious
differences between regions.The empirical results show that:(1)Economic growth
target management will have a significant negative impact on green technology
innovation.And the inhibitory effect on the "quality"of green innovation is greater than
the inhibitory effect on the "quantity"of green innovation.(2)When the economic
growth target is set with soft constraints,the inhibitory effect of economic growth target
management on green technology innovation is no longer significant;before the change
of the performance appraisal method,the economic growth target management has a
stronger inhibitory effect on green technology innovation.(3)There is a non-linear
relationship between economic growth target management and green technology
innovation.With the increase of government support for science and technology and
the strengthening of environmental regulation,the inhibitory effect of economic growth
target management on green technology innovation has gradually become weaker.
Therefore,the government should formulate reasonable economic growth goals and
establish a scientific performance evaluation system,at the same time,appropriately
increase the intensity of scientific and technological subsidies and environmental
regulation,in order to achieve sustainable development.
