PZ集团高管绩效管理优化研究


PZ集团是经县政府批准设立的国有独资城市发展建设集团有限公司,企业资产规
模大,经营范围广。在我国国企改革的大背景下,对 PZ集团这类城发公司的管理,一
直是一个重要的课题。企业本是一个纯粹的市场主体,但 PZ集团作为国有企业改革的
重要组成部分,却不是一个纯粹的市场主体,而是一个平台型组织,政府嵌入性属性明
显。由于 PZ集团及其各成员企业的设立背景原因,致使集团目前存在多业经营但缺乏
市场化运作机制和竞争能力,更为重要的是近年来承担着大量政府投资平台功能,面临
的财务和政策风险巨大。PZ集团高级管理者(以下简称“高管”)作为“火车头”,
是整个庞大企业有效运作的“动力源”,如何在高管中既有事业编、也有市场化聘用、
整体薪酬偏低的背景下,提升企业市场化运作机制和竞争能力,高管绩效管理显得尤为
重要。
本文基于嵌入性理论,以 PZ集团为研究对象,充分借鉴国内外的研究成果及分析
数据,通过调查问卷、面对面访谈、调阅数据资料等方式,全面、系统掌握 PZ集团的
一手资料,在此基础上,基于 PZ集团高管绩效管理体系现状,梳理后对其存在的问题
进行了分析,并对问题产生的深层原因进行了分析。按照国企改革“契约制”与“任期
制”的相关规定,采用平衡计分卡和关键绩效指标有针对性地对 PZ集团高管、内设部
门、下属子公司及控股公司进行层级指标设计以及权重的配置,对组织战略目标进行了
分解,从而全面系统地对 PZ集团高管绩效管理体系进行优化,同时,从组织、制度、
培训、文化保障四个层面上,保证 PZ集团高管绩效管理体系的最佳实施。
综上,研究优化 PZ集团高管绩效管理体系,首先,贯彻了国家对平台型组织“党
建引领+业务精湛+作风优良”的要求,对于加快企业转型升级、提升企业市场化运作机
制和竞争能力以及完成政府下发任务的执行能力、做大做强做优具有战略指导作用;其
次,由于 PZ集团这类平台型组织多而广,正处于向现代化治理转型的发展阶段,故而
本研究具有一定的价值且有迫切性;最后,本文提供了一种很好的管理范式,探索了新
的路径,鉴于平台型组织“政府”与“市场”的双模属性,我们在做高管绩效管理的同
时,也对如何维持企业的可持续发展作了充分的探讨,同时,本文也为类似平台型组织
高管提供借鉴、为类似平台型组织建立更加科学有效的高管绩效管理体系提供一些基础
性研究数据,以期探索出更有益的经验和道路。

Abstract
PZ Group is a wholly state-owned urban development and construction group limited
company established with the approval of the county government. It has a large scale of
corporate assets and a wide range of operations. Under the background of state-owned
enterprises reform in our country, the urban development management companies such as PZ
Group have always been an important topic. Enterprise is originally a pure market subject.
However, as an important part of the state-owned enterprises reform, PZ Group is not a pure
market entity, but a platform-type organization with obvious government embedded. Due to
the background of the establishment of PZ Group and its member companies, the Group
currently operates in multiple industries but lacks a market-oriented operation mechanism and
competitiveness. More importantly, in recent years, it has undertaken a large number of
government investment platform functions, facing huge financial and policy risk. The senior
executives of PZ Group (hereinafter referred to as "executives"), as the "locomotive", are the
"power source" for the effective operation of the entire huge enterprise, how to improve the
enterprise's market-oriented operation mechanism and competitiveness under the background
of low overall executive compensation, bothcareer establishment and market-oriented
employment, executive performance management is particularly important.
This research, based on embedded theory, takes PZ Group as the research object, fully
draws on domestic and foreign research results and analysis data. Through questionnaires,
face-to-face interviews, and access to data and information, we are able to comprehensively
and systematically grasp the first-hand information of PZ Group. On this basis, by sorting out
the status quo of PZ Group's executive performance management system, it deeply analyzes
the main problems existing in PZ Group's executive performance management system, as well
as the deep-seated reasons for the existence of the problems, according to the relevant
provisions of the "contract system"and "term system" in the reformof state-owned
enterprises, the balanced scorecard and key performance indicators are used to design
hierarchical indicators and allocate weights for PZ Group executives, internal departments,
subordinate subsidiaries and holding companies, so as to optimize the performance of PZ
Group executives management system. At the same time, the optimal implementation of PZ
Group executives performance management system is ensured at four levels: organizational
assurance, institutional assurance, training assurance and cultural assurance.
In conclusion, studying and optimizing the performance management system of PZ

Group executives,first of all,implements the state'srequirements forplatform-type
organizations to be "led by party building, skilled in business, and excellent in style". It is
very important for accelerating the transformation and upgrading of the enterprise, improving
the market-orientedoperation mechanism andcompetitiveness ofthe enterprise, and
completing the execution ability of the tasks issued by the government. It has a certain
strategic guiding significance for the realization of the enterprise becoming bigger, better and
stronger. Secondly, since there are many platform-type organizations, such as PZ Group, all
over the country, they are in the development stage of transition to modern governance. Thus,
this research has some value and urgency. Lastly, this research provides a good management
paradigm and explores a new path. In view of the dual-mode attributes of "government" and
"market" in platform organizations, how to maintain a sustainable development of enterprises
while doing executiveperformance management, we have donea good balance and
exploration. In the meantime, this article also provides a reference for executives of similar
platform-type organizations and provides some basic research data for similar platform-type
organizations to build a more effective senior performance management system, expecting to
explore more beneficial experiences and paths.
