摘要
自1979年《中共中央组织部关于实行干部考核制度的意见》出台,我国第一
次提出以“德、能、勤、绩、廉”为考核内容对干部进行考核,国有企业高管的考核
也一直随国家的考核制度完善至今,发展到现在,我国国有建筑施工企业高管考
核评价方法存在考核较粗放、趋于形式、方式单一等问题,国有建筑施工企业高
管的考核已不能适应激烈的市场竞争,研究和改进国有建筑施工企业高管绩效考
核评价方法非常重要。本文直接从省属大型国有建筑施工企业XX建工集团的二
级公司高管绩效考评方法入手,根据国家、省委对干部队伍建设的要求及建工集
团对二级髙管队伍建设和高管思想、素质、能力等方面的要求,通过对现有建工
集团高管管理办法、考核方法的综合分析,对领导力、胜任力、人力资本等理论
的运用,最后形成对不同职级、不同岗位、不同任职期限的高管定量与定性相结
合、全方位的考核方法。本论文对建工集团二级公司高层考核评价方法的探索和
创新,不仅仅停留在单纯的考核方法改进上,更提出了将考核结果与高管任免、
薪酬相结合的考核结果应用办法,该研究论文对作者本人的工作、对单位的发展
有着一定的指导应用价值,对其他国有建筑施工企业改进高层考核评价方法具有
一定借鉴和参考价值。

STUDY ON METHOD FOR ASSESSMENT & APPRAIS
AL ON PERFORAMNCE OF SENIOR MANAGEMENT
OF SECONDARY COMPANY TO XX CONSTRUCTION
ENGINEERING GROUP
ABSTRACT
Ever since the issuance of the Opinion of Organizing Department of the Central
Committee of CPC on Practice of the Cadre Assessment System in 1979,our country
first brought up the assessment system based on “morality,capability, diligence,
achievement, integrity", the assessment on the senior management of the state owned
enterprises has been gradually perfected up to now. However, there have been problems
with the method for assessment & appraisal on the senior management of the
construction enterprises, i.e. comparative extensiveness,formality,and single approach.
The assessment on the senior management of the state owned construction enterprises
fails to keep pace with the severe market competition. Therefore, it is fairly important to
study and improve the method for assessment & appraisal on the performances of the
senior managOTHLent of the construction enterprises. This paper will start from the
method for assessment& appraisal on performances of the senior management of the
secondary company to Yunnan Construction Engineering Group Co. Ltd.,a provincial
large scale constructionenterprise, in accordance with the national &provincial party
committee's requirement on cadre-team construction, through comprehensive analysis
on senior management approach & appraisal method, with application of Leadership
Theory, Competence Theory, and HR Capital Theory, and will finally come up with an
all dimensional method for quantitative and qualitative assessment & appraisal on
senior management of different positions,different posts and different terms. The
exploration and renovation of this paper on the method for assessment & appraisal on
the senior management of the secondary company to Yunnan Construction Engineering
Group Co., Ltd. will not stay on improvement of assessment & appraisal method, but
bring about the applicable method which combines the assessment result with the senior
management. This paper has certain guidance & application value for work of the
author and development of the company, which can be borrowed and referred by other
state-owned construction enterprises for improvement of ttie method for assessment &
appraisal on the senior management.
