摘 要
时至今日,屡屡发生的雾霾围城已经成为了影响人们日常工作与生活的梦
魇,这使得占到煤炭消费总体半数以上的燃煤发电行业受到了社会舆论的广泛
关注。我国目前已经对国际社会做出了关于节能减排的郑重承诺,对内开始大
力调整能源结构,严格控制煤电规模以及排放指标;伴随着相关技术的快速发
展以及国家政策的陆续出台,使得非化石能源逐渐崭露头角,不断挤压燃煤发
电厂的生存空间。由于多个方面的威胁,造成作为地方能源国企的河北建投能
源发电量下降,缺乏生存空间,造成利润缩减
河北建投能源迫切需要在困境中探索一条生存之路,寻找新的市场机遇,
扭转不利的企业局面。本文首先阐述了国内外电力发展情况,介绍了中国企业
海外电力市场的投资概况,并利用PEST模型分析了河北建投所面临的宏观环
境,然后运用SWOT分析了国内火力发电走弱的大背景下河北建投能源内部的
优势、劣势和外部的机会、威胁,把WO战略作为解决困境的主要转型战略
随后,本文认为进军海外电力市场投资应作为河北建投能源战略转型的最重要
战略之一,通过介绍中国电力企业海外投资的现状的基础上,作者提出了在国
家“一带一路”政策背景下转型的具体措施和实施细节,分析了河北建投能源
海外电力投资潜在的风险和相应的风险控制应对措施,对于中国能源企业“走
出去”进行海外投资提供了一点指引,提升了企业的核心竞争力,同时对于能
源企业在火电持续低迷的背景下的转型发展有一定的借鉴意义

Abstract
To date, the repetitious haze has become the recurring nightmare of the public.
Accounting for over 50% of the total coal consumption, the coal-fired power industry
is once again under huge pressure of public opinion. Externally, government has
promised to reduce carbon emission to the international community. Internally,
regulations have been issued to adjust the energy structure and strictly control the
coal-fired power plant scale and emission index. Along with the increasing emphasis
of technology and policies, non-fossil energy start to demonstrate potential and
continue to compress the space of coal-fired power plants. As a local
government-owned enterprise, HCIG ENERGY has suffered decreases in power
generation capacity, active space and overall profit due to threats from many aspects.
HCIG ENERGY is in urgent need to explore a path of survival in this
predicament, search for new market opportunities, and reverse the unfavourable
business situation. This thesis first introduced the power industry development at
home and abroad, and the investment situation of Chinese enterprises in overseas
electricity market. It also used the PEST model to provide analysis on the macro
environment faced by HCIG ENERGY. In the general context of declining domestic
thermal power generation, the thesis applied SWOT to analyse the internal
advantages and disadvantages as well as the external opportunities and threats of
HCIG ENERGY and considered the WO strategy as a major transformation strategy
for the challenging situation. Subsequently, the thesis pointed out that initiating the
investment in overseas electric power market should be one of the most important
strategies for the strategic transformation of HCIG ENERGY. Based on the current
situation of overseas investment of China's electric power enterprises, the author
proposed the concrete measures and implementation details of the transformation,
analysed the potential risks of investing in HCIG ENERGY overseas projects and
suggested corresponding risk control measures. This thesis aims to provide some
guidelines for China's energy companies to “reach out” to overseas investment, as
well as to enhance the core competitiveness of enterprises. In the meantime, it will be
a useful reference for the transformational development of energy enterprises during
the continuous downturn of thermal power industry.
