摘要
近年来，随着我国新能源行业的快速发展，以及国家对环保问题的日趋重视，
国内天然气汽车保有量也稳步增长。特别是，在一些气源丰富的地区或省市，天
然气汽车已经逐步成为城市交通的主要工具，成为人们降低出行成本，提高环境
质量的重要方式。日益庞大的天然气汽车消费市场，刺激了国内对车用压缩天然
气的需求；同时，这也对城市天然气加气站等基础设施建设提出新的要求
本文以呼和浩特市世洁燃气公司为研究对象，结合项目管理和运营管理有关
理论，从CNG加气站项目建设运营等角度，具体分析世洁燃气公司SL油气合建站
的规划、建设和运营等问题。研究基于内蒙古自治区呼和浩特市天然气汽车发展
趋势，以及对车用压缩天然气的需求进行分析，发现出于经济性、环保性等需要，
天然气汽车正成为人们重要的出行工具，这为燃气公司加气站业务的发展提供了
良好的条件
其次，结合西部天然气公司、世洁燃气公司加气站发展现状和规划，以及呼
和浩特市现有加气站布局情况，并根据CNG加气站选址原则，综合比较分析了呼
和浩特市和林县几个拟建CNG加气站地址，本文研究最终确定了和林县SL园区作
为项目建设地点，在原有中石化加油站的基础上改建SL油气合建站
再次，根据世洁燃气公司管理和发展实际情况，并结合SL油气合建站现有条
件，提出了SL油气合建站项目的建设和运营策略。一方面，分别从项目工艺选择、
自控系统和通信系统设计、公用工程建设等方面提出具体的建议或策略；另一方
面，从项目安全、规范运营角度出发，从气源持续保障、安全生产保障、组织机
构人员保障等方面提出针对性政策建议
最后，从财务评价角度具体对项目的科学性进行评估，本项目投资财务内部
收益率所得税前为26.8%，所得税后为21.04%，均超过基准收益率；项目投资财
务净现值所得税后315万元，远大于零；项目投资回收期，考虑所得税后为5.76
年（小于10年），说明本项目有较强的盈利能力，在财务上是可行的。本文研究
对于国内外相关燃气公司改建或新建CNG加气站项目具有一定的参考价值和现实
意义

Abstract
In recent years, with the rapid development of China's new energy industry, as well
as the increasing attention of the state to environmental protection, the number of
domestic natural gas vehicles has also increased steadily. In particular, in some region
that with rich natural gas resources, natural gas vehicle has gradually become the main
tool of urban traffic, become the important way to reduce travel cost and to improve the
quality of the environment. The growing consumer market for natural gas fuels
domestic demand for Compressed Natural Gas, at the same time, also puts forward new
requirements for infrastructure construction such as urban natural gas refueling station.
In this paper, we study Hohhot Shijie Gas Co., Ltd. as the research object,
combined with the theories of project management and operation management, from the
aspects of CNG stations project construction operation, specific analysis the SL
project’s problems of planning, construction, operation and so on. Research based on
the development trend of natural gas vehicle in Hohhot, and the demand of compressed
natural gas is analyzed, found that for economy and environmental protection needs,
such as natural gas vehicle is becoming the important people travel tools, provides the
development of the business for the gas company a good condition.
Secondly, combining with The Western Gas Group co., Ltd. and Hohhot Shijie Gas
Co., Ltd. development and planning, oil and gas stations, and the existing oil and gas
stations layout in Hohhot, and according to the CNG stations’ location principle, the
location of filling stations in several counties of Hohhot is analyzed comprehensively. In
this paper, we identifies the SL economic industrial park as the site of the project
construction, Reconstructing the original Sinopec SL oil station into an oil and gas
construction station.
Thirdly, according to the management and development of Shijie Gas Company,
and combining with the existing conditions of SL oil and gas joint construction station,
the construction and operation strategy of SL oil and gas joint construction station
project is put forward. On the one hand, specific suggestions or strategies are proposed
from the aspects of project process selection, automatic control system and
communication system design and public works construction. On the other hand, from

the perspective of project safety and standard operation, this paper puts forward some
specific policy suggestions from the aspects of continuous supply of raw materials,
safety and health production guarantee, and organizational personnel protection.
Finally, from the perspective of financial evaluation of specific scientific
assessment of the project, that the project investment financial internal rate of return is
26.8% before tax, and after income tax is 21.04%, more than the benchmark yield; the
net present value income tax of project investment is 3.15 million Yuan, far greater than
zero; the project investment payback period, after considering income tax, is 5.76 years
(less than 10 years), which indicates that the project has strong profitability and is
financially feasible. This paper has a certain reference value and practical significance
for domestic and foreign gas companies to rebuild or build CNG station project.
