摘要
随着主辅分离体制改革的深入，种种问题和困难渐渐显现出来，如何解决问题、
克服困难对于已经进行改革和未进行改革的电力企业的意义都十分深远。本文主要
通过对我国、国外发达及发展中国家电力改革的现状比较，结合国内外电力改革的
经验教训，对我国电力体制改革主辅分离改革进行探讨;并以华北电力设计院为研
究对象，通过对宏观环境、企业内部环境、企业核心竞争力等分析、运用波士顿矩
阵、SWOT等方法分析了主辅分离体制改革的影响，总结出相应的经验，并对所遇到
的不完善的地方提出建议，为华北院今后的更好发展提供参考，并希望对其他企业
的主辅分离改革起到借鉴作用。
