新医改背景下 XX医院人力资源激励机制与策略研究

摘要
公立医院是医疗资源中不可或缺的部分,现在国内主要还沿用旧的人事管理
工作方式,缺少人力资源管理方面的深刻认识。采用的是相对单一的绩效考核机
制,考核形式僵化,缺乏有效的绩效考核制度等问题。目前所实施的人力资源管
理不仅仅使得医院的持续发展受到了极大的影响,同时也对职工积极性的发展产
生了消极的影响。因而,应当着力将人力资源激励机制全面地建立起来,促进我
国的公立医院能够不断增强核心竞争力,实现稳定健康的发展。
论文以XX医院为研究对象,采用文献研究、个案研究、调查分析和数据处理
等方法,对其新医改背景下的人力资源激励机制与策略开展了深入研究。首先,
采用文献研究的方法,深入分析了激励的内涵与方法。然后,采用个案研究法,
分析了XX医院激励现状研究。在此基础上,从薪酬、奖金、晋升和绩效考核等四
个方面,找出了其激励机制存在的问题和成因。最后,在确定目标和原则的基础
上,结合XX医院激励机制存在的主要问题,有针对性的提出了员工薪酬、福利、
培训、晋升和考核等的改进策略,并从组织、制度、管理等方面提出了相关保障
措施,以此推动公立医院激励机制的有效运行,使其能够可持续健康地发展,为
推动该领域的人力资源管理工作取得良好成效提供必要的理论指导。
因为本文作者的专业能力及研究期限等方面的限制,论文里比如会有一些尚
待完善之处。如激励机制在实际调动XX医院员工工作热情和创造性方面的时效性
等方面仍需实践检验和持续跟踪,实证研究存在不足等。这些问题在公立医院激
励机制的相关研究需要进一步补充和完善,这也是本人后续将持续关注和研究的
问题。

Research on Human Resource Incentive Mechanism and Strategy of
XX Hospital under the Background of New Medical Reform

Abstract
At present, most of China's public hospitals are still stuck in the traditional
personnel managementlevel, lackingthe understanding ofthe connotation and
importance of human resources and human resource management. Problems such as
single employment mechanism, rigid assessment form, lack of performance evaluation
system, unsound incentivemechanism and lowstaff motivation. It restrictsthe
sustainable and stable development of the hospital and the motivation of the staff.
Therefore, it is of great practical significance and application value to study the
establishment of human resource incentive mechanism and strategy of public hospitals
for the stable development and enhancement of core competitiveness of hospitals.
Taking XX Hospital as the research object, this paper makes an in-depth study on
the incentive mechanism and strategy of human resources under the background of
medical reform by using the methods of literature research, case study, investigation and
analysis and data processing. Firstly, using the method of literature research, this paper
deeply analyzes the connotation and method of incentive. Then, using the case study
method, this paper analyzes the current situation of incentive in XX Hospital. On this
basis, the problems and causes of its incentive mechanism are found out from four
aspects: salary, bonus, promotion and performance appraisal. Finally, on the basis of
determining the optimizationobjectives and principles, combined withthe main
problems existing in the incentive mechanism of XX Hospital, this paper puts forward
the optimization strategiesof employee salary,welfare, training, promotion and
assessment, andputs forward relevantguarantee measures fromthe aspects of
organization, system and management, so as to promote the effective operation of the
incentive mechanism of public hospitals, Promote the sustainable development of public

hospitals, so as to provide reference basis for human resource management of
public hospitals.
As the researchability and studyperiod are limited,there are still some
shortcomings in the study. For example, the timeliness of the incentive mechanism in
actually mobilizing the work enthusiasm and creativity of XX hospital employees still
needs practical testing and continuous tracking. The empirical research is still relatively
insufficient. They should be improved in the field of incentive mechanism, and this is
the problem that I will continue to pay attention to and study in the following.
