摘要
目前,随着社会用电量快速攀升,配电网作为直接与用户连接的电网,其作业
量也越来越大。近几年,电力行业配电网人身事故频发,可见,对配电网作业风险
管理的研究有着极为重要的意义。
本文主要对 K供电局配电网作业风险管理中的识别、评估和应对三个环节的
现状进行研究,找出其存在以下几方面问题:作业风险识别方法操作性不强、作业
风险识别结果权威性不够、作业风险识别深入度不足、作业风险识别数据库不完
善、作业风险评估方法主观性较强、作业风险评估结果有效性不足、作业风险评估
动态更新不及时、作业风险应对措施落实管控不到位、应急处置卡内容科学性不强
和对设备固有风险应对考虑不足等。利用文献调研法、调查法、定性分析法、定量
分析法等研究方法对 K供电局配电网作业风险管理各环节提出了优化建议。其中,
主要运用德尔菲分析法在简化 K供电局配电网作业风险识别的操作方法的同时,
增加了作业风险识别结果的权威性;另外,结合模糊综合评价法和层次分析法将 K
供电局配电网作业风险评估方法向定量评估转变,使评估过程中存在的主观性降
低进而增加使评估结果的有效性;从组织措施和技术措施两方面考虑为作业风险
应对提供了优化建议。同时,从人力资源、运营管理、应急管理等方面考虑,为 K
供电局作业风险管理提出了保障建议,为今后 K供电局降低作业风险的规划提供
了新思路。

Abstract
At present, with the rapid rise of social electricity consumption, the workload of
distribution network is also increasing, which is connected withpower customers.
Electric power personal safety accidents often occur in distribution networks of power
industry over the years. Therefore, it is of great significance to study the risk management
of distribution network operation.
This paper focuses on the present situation ofthe three links of recognition,
evaluation and solution in the operation risk management of the distribution network of
the K Power Supply Bureau, and searches out the main issues are as follows: the operation
risk identification method is not strong enough, the authority of the job risk identification
result is insufficient, the depth of the job risk identification is insufficient, the job risk
identification database is not perfect, the job risk assessment method is highly subjective,
the job risk assessment result is not effective, and the job risk of the assessment dynamic
update is not timely, the operation risk response measures are not implemented and
controlled, the content of the emergency response card is not scientific enough, and the
inherent risk response of the equipment is insufficiently considered. In the first place,
using methods of literature research, investigation, qualitative analysis and quantitative
analysis, optimization suggestions are put forward for each link of K Power Supply
Bureau's distribution network job risk management. Including,the Delphi analysis
method is mainly applied to simplify the working method of job risk recognition of
distribution network in K Power Supply Bureau, while increasing the authority of job risk
recognition results.In addition, thefuzzy comprehensive assessmentmethod and
analytical hierarchy process are connected to transform the distribution network job risk
evaluation method of K Power Supply Bureau to quantitative estimation, which reduces
the subjectivity in the assessing process and increases the effectiveness of the evaluation
results. At last, from two aspects of organizational and technical measures, it provides
optimization recommendations for operational risk response. At the same time, from the
perspectives of organization, institution, human resources, operational management,
emergency management and so on, it puts forward safeguard suggestions for the job risk
management of K Power Supply Bureau, and offers new way for the programming of K
Power Supply Bureau to reduce the job risk in the days to come.
