近海渔业资源被破坏且日渐枯竭,远洋渔业作为渔业资源的组成部分受到越来越多
地关注。舟山作为传统渔业强市,其远洋渔业的产值占浙江省的 80%左右,为了更好地
发展远洋渔业,建成了首个国家级远洋渔业基地。但近年来由于国内外形式的变化及产
业自然规律的原因,加上新冠肺炎疫情的影响,远洋渔业企业生存空间被进一步挤压。
远洋渔业企业的发展战略,关系着我国渔业企业的发展与振兴,对于促进远洋渔业企业
供给侧结构性改革有着十分重大的影响。
本文的研究对象浙江大洋世家股份有限公司是一家民营远洋渔业企业。然而,企业
在发展的过程中遇到了经营成本提高、全球疫情的反应影响、国际远洋渔业政策的变化
等困难。针对当前的形式和远洋渔业产业发展态势,浙江大洋世家股份有限公司需要制
定因时制宜的发展战略。
本文首先以文献分析法分析了国内外关于发展战略及远洋渔业理论研究现状。其
次,以浙江大洋世家股份有限公司作为研究对象,运用 PEST分析法对远洋渔业宏观环
境进行分析,运用波特“五力”模型分析远洋渔业行业竞争环境。接着,通过实地调查
和深度访谈收集大洋世家内部情况,分析公司拥有的资源、公司拥有的能力,并在此基
础上发现公司存在的问题,包括人才短缺且流动性大、生产经营成本高、营业收入过度
以来外销、食品安全存在隐患。根据 SWOT分析结果,提出浙江大洋世家股份有限公
司应采取 ST战略,发挥大洋世家内部优势,克服外部挑战,推动大洋世家向好发展。
持续深化“强化捕捞、提升加工、无限发展国内终端”的策略,不断深化全产业链经营
模式,积极进行国际合作夯实源头资源,密切关注海外消费国、资源国、加工国和本国
的疫情和政策,最大限度减少因疫情和贸易摩擦带来的损失。扬长避短促效益,想方设
法抗疫情,齐心协力保增长,以国家远洋渔业基地为中心,以远洋渔业转型升级为契机,
以科技创新为引领,进行产业转型升级。为确保战略的有效实施,提出与大洋世家股份
有限公司发展战略相适应的保障措施,分别是拓宽销售渠道、建立健全技术创新机制、
加强队伍建设、完善管理制度。
希望通过本文的研究,帮助浙江大洋世家股份有限公司解决当前困境,为其他远洋
渔业的同类问题提供解决思路,为舟山渔业高质量发展做出贡献。

Zhejiang Dayangshijia Co., LTD., the research object of this thesis, is a private pelagic
fishery enterprise. However, in the process of development, the enterprise encountered
difficulties such as the increase of operating costs, the response to the global epidemic, and
the change of international pelagic fishery policy In view of the current situation and the
development trend of the ocean fishery industry, Zhejiang Dayangshijia Co., Ltd. needs to
formulate the development strategy according to the situation.
In this thesis, firstly, literature analysis is used to analyze the research status of
development strategy and ocean fishery theory at home and abroad. Secondly, taking Zhejiang
Dayangshi Co., LTD as the research object, PEST analysis is used to analyze the macro
environment of ocean fishery, and Porter's Five Forces model is used to analyze the
competitive environment of ocean fishery industry Then, through field investigation and
in-depth interview, the internal situation of Dayang Family was collected, and the capability
of the resource company owned by the company was analyzed. On this basis, the problems of
the company were found, including the shortage of talents and the high cost of production and
operation, and the hidden danger of export food safety since the excessive operating income.
According to the RESULT of SWOT analysis, we propose that Zhejiang Dayangshijia Co.,
Ltd. should adopt ST strategy, give full play to the internal advantages of company, overcome
external challenges, and promote the development of company. Continue to deepen the
strategy of strengthening fishing, upgrading and processing to develop domestic terminals
indefinitely, constantly deepen the business model of the whole industry chain, actively carry
out international cooperation to consolidate source resources, pay close attention to the
epidemic situationand policiesof overseas consumingcountries, resourcecountries,
processing countries and their own countries, and minimize the loss caused by the epidemic
and trade friction. Foster strengths and circumvent weaknesses and promote efficiency, to find
ways to fight the outbreak, a concerted effort to sustaining economic growth, with national
fishing base as thecenter, to transformation and upgrading of pelagicfishery as an
