随着时代的不断进步,国内市场的进一步开放,近几年很多单体公司逐渐
发展为集团化企业。在面临集团规模的日益壮大,如何通过内部运营管控机制
的完善,进而提升企业的经营效率,促进整个集团战略目标的落地和发展是企
业集团不得不重视的核心问题。
一般而言,对财务、人力资源、投资、资产的管理控制都隶属于集团管控
范围。其中人力资源是公司或者企业赖以生存的核心资源,属于企业战略性资
源,在集团管理中的地位非常高。特别在战略转型之际,公司的发展方向以及
所处环境皆出现了变化,一个公司要怎样搭建与之相匹配的人力资源管理模式,
建立符合自己公司特色的人力资源管控机制来促进公司未来发展,且对下属子
公司进行科学的、行之有效的人力资源管控,是很多集团企业需要思考和研究
的问题。除此以外,对公司人力资源管控的探索而言意义深远。
此篇文章根据企业集团管控、人力资源管控理论,结合战略转型的特
点及相关案例,系统分析了战略转型对企业集团管控的影响,进而分析了
对人力资源管控的影响和需求。基于此,此篇文章把 A集团当做研究案例,
采取文献研究法、访谈法、资料分析法以及调查问卷的方式,对 A集团人
力资源管控现状进行了归结,得出就人力资源管理控制而言,A 集团目前存
在下述不足:人力资源采取的管控模式跟公司未来发展战略不相符、未合
理完备集团化人力资源管控体系、总部与子公司各职能权责划分不清晰、缺
失标准化、规范化的工作指引、没有系统的人才培养与发展机制、人力资源信
息系统缺失。并对这些问题做出了深入剖析:重新确定A集团人力资源管理
控制模式、再次明确人力资源管控定位、进一步清晰人力资源职能架构、
构建完善的人力资源管理平台以及搭建人才管理机制等几点解决对策。
通过研究,笔者得出,人力资源管控也不单是“管理+控制”,也可以
是“管理+控制+赋能”。公司运营水平、人才发展状况、公司体系水平能
够更加清晰化的展示出赋能的价值。通过提高组织与人才的方式进一步把
人力资源管理体系进行完善,给公司之后的发展提供人力资源保障以及做
好铺垫,让公司的战略目标可以有效实现,使公司获得持续发展,并给同类
型集团企业提供积极有益的指导。

With the progress of the present age and the further opening up of the domestic
market,many independentcompanieshavegradually developedintogroup
companies. Under the background of the high-speed expanding of group companies,
how to promote the operating efficiency of the enterprise by means of improving the
internal operation and management mechanism, and how to promote the achievement
of strategic objectives are the crucial issues of group companies.
Generallyspeaking,finance,humanresources,investmentandassets
management aresubject to groupcompany management. Inaddition, human
resources management is the core resource as a necessity for companies, which
belongs to the strategic resources of enterprises and occupies a unique position in
groupcompany management.Ascompany'sdevelopment directionandthe
environment being changed, more and more group companies need to concentrate on
setting up a suitable human resource management mechanism and making the
scientific and effective human resource control towards the subsidiary companies. In
addition, theexploration of humanresources managementand control isof
far-reaching significance.
Based on the theory of Group Company Management and Human Resources
Management, this thesis which systematically analyzed the impact of strategic
transformation on group company management and control, in turn, analyzed the
demand on human resource management and control by combining the characteristics
of group companies’ strategic transformation as well as the related cases. Based on
the background, this thesis took Group A as a typical case, and adopted the methods
of literature research, interview, data analysis and questionnaire to summarize the
current situation of human resources management and control in Group A. It
concluded that Group A had the following shortcomings in terms of human resource
management and control: the human resources management and control mechanism
adopted by Group A is not consistent with the future development strategy of the
company, the management and control system of human resources is not reasonable
