摘 要
技能型人才是支撑中国制造、中国创造的重要力量,也是推动企业创新发展
的中坚骨干[1]。技能人才胜任力模型的构建,是企业进行技能型人才选聘、绩效
考核、培训开发、人才激励等人力资源管理的有效手段,可以为企业管理层分析
评判技能人才素质差异及绩效高低提供参考,有助于企业优化人力资源管理策
略、提高管理水平。
T 企业是国家“一五”时期156 个重点建设项目之一,经过 60 余年发展,
已逐步发展成为以农业机械为核心的大型装备制造企业集团。随着传统产业优化
升级、新兴产业加快发展,T 企业存在技能人才管理制度不科学、总量供给短
缺、结构不优、胜任力不高及流失严重等问题。因此,如何有效盘活技能人才资
源,重振企业发展辉煌,是T 企业面临的重要问题。
本文以T 企业为研究对象,通过对T 企业技能人才管理现状评估及影响因素
进行研究,以期提供一份 T 企业技能型人才管理效果分析及度量的操作模式,寻
找出影响企业技能型人才总量不足、结构不优、胜任力不高的内在原因,在此基
础上提出优化T 企业技能型人才管理的对策建议,具体包括:优化技能人才引进
机制、优化技能人才培育机制、优化技能人才激励机制、优化技能人才考核评价
机制等方面内容。
希望本文有关研究,能够为 T 企业及其他存在类似情况的传统工业企业,
在优化技能人才管理方面提供一定的参考借鉴。

I ABSTRACT
ABSTRACT
Skilled talents are an important force to support Made in China and Created in
China, and also the backbone to promote the innovation and development of
companies. The construction of the competency model of skilled talents is an effective
means for companies to carry out human resource management such as selection and
employment of skilled talents, performance assessment, training and development, and
talent incentive. It can provide reference for company management to analyze and
judge the quality differences and performance levels of skilled talents, and help
companies optimize human resource management strategies and improve management
level.
T company is one of the 156 key construction projects during the "First Five Year
Plan" period. After more than 60 years of development, it has gradually developed into
a large equipment manufacturing company group with agricultural machinery as the
core. With the optimization and upgrading of traditional industries and the accelerated
development of emerging industries, T company has problems such as unscientific
management system of skilled talents, shortage of total supply, poor structure, low
competence and serious loss. Therefore, how to effectively revitalize skilled talent
resources and revitalize the brilliant development of companies is an important issue
facing T company.
This paper takes T company as the research object, through the research on the
assessment of the current situation of T company;s skilled talent management and the
influencing factors, in order to provide an operating mode for the analysis and
measurement of the management effect of T company;s skilled talents, find out the
internal reasons that affect the insufficient total number of skilled talents, the poor
structure and the low competence of T company, and on this basis, put forward
countermeasures and suggestions to optimize the management of skilled talents of T
company, Specifically, it includes: optimizing the introduction mechanism of skilled
talents, optimizing the cultivation mechanism of skilled talents, optimizing the
incentive mechanism of skilled talents, optimizing the assessment and evaluation
mechanism of skilled talents, etc.
It is hoped that the relevant research in this paper can provide some reference for
T company and other traditional industrial companies with similar situations in
