随着全世界二氧化碳排放,温室气体猛增,温室效应导致地球冰川消退,海平面
上升;气候带北移,引发严重生态问题。面对日益严重的生态环境影响,世界各国逐
步采取有效措施并达成一致,即以全球协约的方式来限制减排温室气体。在 2020年
9月 22日举行的第七十五届联合国大会一般性辩论上,习近平总书记就指出了中国
的立场,他表示中国将会提高国家自主贡献度,并采取一系列强有力的措施和手段。
其中中国要在 2030年前将二氧化碳排放达到峰值,并且会积极争取在 2060年之前实
现碳中和。2021年 3月 5日举办的十三届全国人大四次会议政府工作报告就对 2030
的碳排放计划做出了详细的工作安排和方案指导。
供热行业会加速能源消耗,并极大地增加碳排放量,也是一种公益事业。在社会
不断发展、改革开放进程进一步加深的今天,供热行业也慢慢向市场化方向发展,慢
慢由之前的较为简易且落后的封闭供热方式慢慢发展为目前更加开放的集中供热方
式。
本文所要研究的滨海新区供热集团有限公司是老牌国有供热企业,其隶属于天津
市滨海新区国有资产监督管理委员会。企业前身由塘沽、汉沽、大港等供热企事业单
位整合组建,集团公司主要经营蒸汽热水生产、供应、服务、水暖管道安装与维修等
业务项目,目前已经是位于新区兼具供热生产、服务以及安装等业务规模最大的中型
国有独资供热企业。其服务于塘、汉、大辖区内多家企业、机关单位和超过 35万户
居民。而在“双碳目标”推行的今天,供热行业需要在科技革命以及产业变革的情况
下实现自身发展。在能源成本日益升高,能源消耗强度管控日益严格等多重挑战下,
供热集团面临着水、电、燃气等能源费用逐年上涨,人工成本逐年增高,供热配套费
取消,部分区域因历史遗留问题收费困难,供热收费价格多年未增加等问题。
为了滨海新区供热集团能够快速解决当前问题,明晰未来发展战略规划,本文运
用 PEST分析法,分析集团所处的政治、经济、科技、社会环境。进一步采用 SWOT
态势分析法,站在集团的角度对其优势、劣势、机会、威胁这几个方面进行了分析,
认为滨海新区供热集团可采用一体化发展战略方案,从人力资源、财力资源、生产技
术、组织架构、企业文化等方面提出适用于滨海新区供热集团的战略保障措施,由纵
向和横向两个层面进一步实施推进。
本研究将促使滨海新区供热集团在国企三项制度改革期间充分发挥自身优势,摒
弃不足,抓住当前双碳大环境所释放的机遇,逐步提高在天津市供热行业内的位置,
实现更广阔的社会和经济效益。

ABSTRACT
With global carbon dioxide emissions, greenhouse gases soar, the
greenhouse effect causes the earth glaciers to subside and the sea level rises;
the climate zone moves northward, causing serious ecological problems.In the
face of the increasingly serious ecological and environmental impact,
countries around the world have gradually taken effective measures and
agreed, that is, to limit the reduction of greenhouse gases.At the general
debate of the 75th UN General Assembly held on September 22,2020,
General Secretary Xi Jinping pointed out China's position, saying that China
will improve the contribution of national autonomy and take a series of strong
measures and means.China will peak its carbon dioxide emissions by 2030,
and will actively strive to achieve carbon neutrality by 2060.The report on the
government work of the Fourth Session of the 13th National People's
Congress held on March 5,2021 made detailed work arrangements and
program guidance for the carbon emission plan in 2030.
As an important area of energy consumption and carbon emissions, the
heating industry is a public welfare undertaking. With the continuous progress
of society and the deepening of reform and opening up, heating has gradually
become market-oriented, from the simple and backward closed heating The
method has gradually developed to today’s advanced and open central heating
method.
The Binhai New Area Heating Group Co., Ltd. to be studied in this
article is an old state-owned heating enterprise, which is affiliated to the
State-owned Assets Supervision and Administration Commission of Tianjin
Binhai New Area. The predecessor of the enterprise was integrated and
formed by heating enterprises and institutions such as Tanggu, Hangu and
Dagang. The group company mainly engaged in steam and hot water
production, supply, service, plumbing pipeline installation and maintenance
and other business projects. It has now become a collection of heating
production, service, and installation. The largest medium-sized wholly
state-owned heating company in Binhai New Area. The group has undertaken
the central heating task of many enterprises, institutions, agencies

(organizations) and 350,000 households in Tanggu, Hangu and Dagang. With
the sound of the new era of "dual carbon goals", the heating industry needs to
seize the historic opportunity of a new round of technological revolution and
industrial transformation. In the face of multiple challenges such as increasing
energy costs and stricter control of energy consumption intensity, heating
groups are facing rising energy costs such as water, electricity, and gas, and
labor costs have increased year by year, heating matching fees have been
cancelled, and some areas have been left over by history. The problem is that
it is difficult to charge, and the heating price has not increased for many years.
In order for Binhai New Area Heating Group to quickly solve current
problems and clarify the future strategic development plan, thesis uses the
PEST analysis method to analyze the political, economic, scientific and
technological and social environment in which the group is located. Further
using the SWOT situation analysis method, from the perspective of the group
to analyze its advantages, disadvantages, opportunities, threats and other
aspects, it is believed that Binhai new area heating group can adopt an
integrated development strategy plan, from human resources, financial
resources, production technology, organizational structure, corporate culture
and other aspects of strategic safeguard measures for Binhai new area heating
group, from the vertical and horizontal two levels to further implement and
promote.
This study will prompt Binhai New Area Heating Group to give full play
to its own advantages during the reform of the three system reforms of
state-owned enterprises, abandon deficiencies, seize the opportunities released
by the current double carbon environment, and gradually improve its position
in the heating industry in Tianjin to achieve broader social and economic
benefits.
