摘要
伴随我国进入经济发展新常态，资源型城市以往单一的产业结构和粗放的经
济发展方式无法适应新的发展模式，亟需进行新旧动能的转换。在新的历史阶段，
国家高度重视资源型城市的产业结构调整，纷纷出台相关政策加以引导，由此会
推动资源型城市的产业转型升级。而产业结构转型升级有利于推动产业结构优化，
创造新的发展优势，同时也是推动新时期资源型城市高质量发展的必然要求。因
此，研究产业结构转型升级对资源型城市高质量发展的影响具有重要的现实意义。
首先，本文对我国 114个地级资源型城市的产业结构转型升级进行了指标测
算，并对其 2004年至 2018年的演变趋势进行分析；其次，构建了资源型城市高
质量发展指标评价体系，并采用熵权 TOPSIS法对各指标的权重和综合得分进行
测算；最后，采用多元回归分析法实证检验了产业结构转型升级对资源型城市高
质量发展的影响。本文得出如下结论：（1）在产业结构转型方面，从 2004年至
2018年，资源型城市产业结构转型升级的两个维度指标均呈现整体水平不断提
升的发展趋势。（2）在高质量发展方面，通过构建资源型城市高质量发展五大内
涵的指标体系—创新发展、协调发展、开放发展、绿色发展、共享发展，研究结
果显示，我国资源型城市的高质量发展水平整体呈上升趋势。进一步分析各指标
的权重可以发现，开放发展和创新发展的权重最大，均超过 0.2，因此开放发展
和创新发展在高质量发展水平提升中的作用较大。（3）从产业结构转型升级对资
源型城市高质量发展的影响看，产业结构合理化和产业结构高级化对资源型城市
高质量发展水平均具有显著的提升作用。
针对以上研究结论，为进一步巩固产业结构转型升级对资源型城市高质量发
展的显著正向作用，应加快引进新型替代产业、延长产业链，引导多元化产业体
系的形成。产业结构合理化水平的提升需要加强资源的合理配置，实现各产业的
协调发展，不断增强产业之间的关联性；产业结构高级化要求产业重心从第一产
业不断向二三产业转移，稳步提高产业的附加值，增强技术水平，形成集约化、
加工深度化的高规模效益水平，最终实现产业的高级化水平的提升。

ABSTRACT
With the new normal of China’ the economy, the previous simple industrial
structure and extensive economic development mode of resource-based cities cannot be
adapted to the new development model. Therefore, it is urgent to replace old economic
growth drivers with new ones in the new historical stage, China attaches great
importance to the adjustment of industrial structure of resource-based cities, and has
issued relevant policies to guide them, which effectively promote the industrial
transformation and upgrading of resource-based cities. Furthermore, industrial structure
transformation and upgrading is conducive to promoting the optimization of industrial
structure and creating new development advantages. It is also an inevitable requirement
to promote the high-quality development of resource-based cities in the new era.
Therefore, it is of great practical significance to study the influence of industrial
structure transformation and upgrading on the high-quality development of resource-
based cities.
First, this paper calculates the indicators for the industrial structure transformation
and upgrading of 114 prefecture-level resource-based cities in China, and analyzes its
evolution trend from 2004 to 2018.Then, the entropy weight TOPSIS method is used to
measure the weight of each indicator and comprehensive score. Finally, multivariate
regression analysis method is used to empirically test the influence of industrial
structure transformation and upgrading on the high-quality development of resource-
based cities. The following conclusions are drawn: (1) In terms of industrial structural
transformation, from 2004 to 2018, the two dimensions of industrial structural
transformation and upgrading of resource-based cities showed a development trend of
continuous improvement generally. (2) In terms of high-quality development, by
constructing an index system with five elements of high-quality development of
resource-based cities including innovative development, coordinated development,
open development, green development, and shared development, the research results
show that the overall high-quality development level of resource-based cities in China
is generally on the rise. Further analysis of the weights of each index shows that open
development and innovative development have the largest weights, both exceeding 0.2.
Therefore, open development and innovative development play a greater role in
improving the level of high-quality development. (3) From the perspective of the
