摘要
摘要
职业教育高质量发展是习近平总书记对高职院校提出的办学要求，为了实现学校
的高质量发展，高校预算管理水平就需要不断提升。近些年来 NY高职院校无论是办
学规模还是教学质量都获得了显著扩大与提升，但同时也要看到该校在预算绩效管理
尤其是预算绩效评价方面还存在多种问题。为提升该校预算绩效评价水平，本文将在
对该校基本情况进行深入分析的基础上来构建起一套符合其实际的预算绩效评价体
系。本文选择 NY高职院校为实际案例展开研究为了在提升该校预算绩效管理水平的
同时，进一步促进重庆职业教育规范化发展。
本文将以平衡计分卡方法为指导深入分析 NY高职院校实际情况，在此基础上构
建一套全新的预算绩效评价体系并把它应用到 NY高职院校当中以验证其合理性。具
体来说本文主要做了以下工作：一是深入介绍了平衡计分卡方法基本原理以及其在高
校预算绩效评价中应用的必要性和可行性，为下文 NY高职院校应用该理论奠定了理
论基础；二是详细分析了 NY高职院校预算管理现状以及预算绩效评价过程中存在的
问题；三是以平衡计分卡方法为指导分析了如何构建预算绩效评价体系，这是本文的
重中之重。四是利用本文构建体系对 NY高职院校预算绩效进行了真实评价。
本文首先，利用文献研究法，查阅了大量的国内外关于高校预算以及绩效评价的
期刊、图书、报纸、专利、平衡计分卡以及法律法规等相关文献，总结了国内外目前
高校预算以及绩效评价的最新研究动态和发展趋势，从而为本文的研究指明了方向。
其次，采用案例研究法，以重庆 NY高职院校为研究对象，通过实地拜访以及线上查
询 NY高职院校 2018-2020年公布的预算数据，了解了 NY高职院校预算绩效的整体
情况。最后，为了达到预期的研究效果，本文采用了问卷调查法对 NY高职院校预算
绩效评价情况进行问卷调查，调查对象共计 31人，包括 NY高职院校 3名处级以上
领导、9名科级干部、财务处 8人以及其他教职工 11人。
通过本文的研究能够得出以下结论：近三年来 NY高职院校预算绩效管理取得明
显成效，但也存在不少问题。以平衡计分卡方法为指导的预算绩效评价体系构建不仅
必要而且可行。本文以平衡计分卡方法为指导结合 NY高职院校实际情况构建了一套
较为完善的预算绩效评价体系，这一体系在 NY高职院校中的应用使得人们对该校预
算管理有了更加全面的认识，同时也验证了本文设计这一体系的合理性。本文认为
NY高职院校今后需要增强预算绩效思想认识、采用专业方法选择绩效评价指标、提
升预算绩效评价作用、完善预算绩效管理机制。

Abstract
The high quality development of vocational education is the requirement of General
Secretary Xi Jinping for higher vocational colleges. In order to realize the high quality
development of schools, the budget management level of colleges and universities needs to
be constantly improved. In recent years, NY vocational colleges have significantly
expanded and improved both the scale of running schools and the quality of teaching, but
at the same time, it should be noted that the school still has many problems in budget
performance management, especially in budget performance evaluation. In order to
improve the budget performance evaluation level of the school, this paper will build a set
of budget performance evaluation system in line with its reality on the basis of in-depth
analysis of the basic situation of the school. In this paper, NY vocational College is
selected as the actual case study in order to further promote the standardized development
of vocational education in Chongqing while improving the budget performance
management level of the college.
This paper will take the balanced scorecard method as the guidance of in-depth
analysis of NY vocational colleges actual situation, on this basis to build a set of new
budget performance evaluation system and apply it to NY vocational colleges to verify its
rationality. To be specific, this paper mainly does the following work: First, it deeply
introduces the basic principle of balanced scorecard method and the necessity and
feasibility of its application in the budget performance evaluation of colleges and
universities, laying a theoretical foundation for the application of this theory in NY
vocational colleges; Second, detailed analysis of NY higher vocational college budget
management status and budget performance evaluation process existing problems; Thirdly,
it analyzes how to construct the budget performance evaluation system under the guidance
of balanced scorecard method, which is the most important part of this paper. Fourthly, the
budget performance of NY higher vocational colleges is evaluated by using this paper to
construct a system.
In this paper, first of all, using literature research, looked at the large number of
domestic and foreign about the budget and performance evaluation of journals, books,
newspapers and patent, the balanced scorecard as well as the laws and regulations and
relevant literature, the budget and performance evaluation in colleges and universities at
home and abroad are summarized the latest research dynamic and developing trend, and
pointed out the direction to the research of this paper. Secondly, the case study method is
