摘要
医药集中采购是我国医药改革的基本制度。2017年以来，随着“两
票制”、“带量采购”、“零加成”等政策的实施给医药集采产业链带来重
大变局：上游生产企业利润空间受到挤压；中游流通企业资金缺口压力
加大；下游公立医疗机构库存管理难度上升；政府医药品质和安全管理
压力加大。上述痛点问题催生了巨大的医药集采供应链金融市场，然而
当前金融机构由于缺乏有效的风险控制手段，供应链金融产品单一、模
式落后，远不能满足各参与主体提升供应链运转效能的迫切需求。浙江
省于2016年上线了资金流、信息流、物流“三流合一”的医药集中采购
新平台，为金融机构通过挖掘其数据价值，在风控前提下构建“金融服
务+产业服务+政务服务”的体系化解决方案提供了新的思路。
本文立足平台演进和供应链金融模式演进理论，聚焦政府医药集采
细分领域，基于对Ｈ银行的案例研究，通过对现状、存在问题及背后的
原因分析，结合标杆学习和金融科技运用下的风控理念，提出分阶段演
进的医药集采供应链金融服务体系构建设想、实施策略及保障举措。在
服务体系构建上，建议分三个阶段逐步推进平台演进：一是起步阶段，
着眼当前产品优化升级，运用区块链打造线上供应链金融服务平台；二

是递进阶段，着眼产融结合，以“数据链”突破以核心企业授信模式，
打造数据质押供应链金融平台；三是生态演化阶段，纵横结合，以金融
服务生态链平台为支撑，发挥平台网络效应，构建金融服务生态圈。在
实施方案上，提出创新产品与业务模式、建设数字化供应链金融平台、
优化风控体系、打造批量获客营销体系等四大建议。最后，从争取政府
支持、顶层设计、夯实风控、科技投入、组织保障等五个角度提出保障
举措。
通过本文的研究，在理论意义上，希望能引发学者对政府集采模式
下,医药集采平台与商业银行供应链金融平台协同演进的相关研究，在
实践意义上，本文提出的基于政府医药集采平台的供应链金融服务体系
构建策略，对H银行打造细分领域特色供应链金融具有指导意义，也为
其他商业银行提供了借鉴。
本文的创新之处在于，首次以平台演进视角，结合了商业银行、政
府、供应链参与主体各方的现实需求和技术基础，探讨政府医药集中采
购平台与商业银行医药供应链金融平台合作演化，具有较为现实的基础。
不足之处在于，涉及相关利益方尤其是政府对医药政府集采平台的发展
规划和合作意愿将在很大程度上制约创新策略的实施；区块链技术如何
确保数据上传之前的真实性问题尚未解决；大数据风控涉及的数据安全、
隐私保护等方面的法律、法规还有待进一步完善与明确。

BANK'S PHARMACEUTICAL SUPPLY CHAIN FINANCIAL SERVICE
SYSTEM
ABSTRACT
Centralized purchase of medicine is the basic system of medical reform in
China. Since 2017, with the implementation of the "Two InvoicePolicy", "Purchase
with Quantity" and "Zero Plus" policies, great changes have been brought to the
pharmaceutical centralized purchase industry chain: the profit space of upstream
production enterprises is squeezed; the fund gap pressure of the middle reaches
circulation enterprises is increasing; the inventory management difficulty of
downstream public medical institutions is increasing; and the pressure of
government medical quality and safety management is increasing. The above pain
points gave birth to a huge medical supply chain financial market. However, due
to the lack of effective risk control measures, the supply chain financial products
are single and the mode is backward, which is far from meeting the urgent needs
of all participants to improve the operation efficiency of the supply chain. In 2016,
Zhejiang Province launched the "three in one" pharmaceutical centralized
procurement platform of capital flow, information flow and logistics, which provides
a new idea for financial institutions to construct a systematic solution of "financial
services + industrial services + government services" under the premise of risk
control by tapping their data value.
Based on the theory of platform evolution and supply chain financial model
evolution, this paper focuses on the subdivision of government centralized
purchase of medicine. Based on the case study of Bank H, through the analysis of
the current situation, existing problems and the underlying reasons, combined with
the risk control concept under the use of benchmarking learning and financial
technology, this paper puts forward the construction ideas, implementation
