I 摘要 伴随教育教学改革的不断推进，高校之间的竞争日益激烈，民办高校作为高等教 育体系的一个重要构成部分，其对于教育改革和教育质量具有一定的推动作用。民办 高校的迅速发展，固定资产采购的数量和范围也迅速扩张，亟需相关制度建设与规范 管理。项目管理具有严密性特征，与高校固定资产采购流程相符合，有助于更清晰地 分析高校固定资产采购管理各环节中存在的问题。因此，本研究从项目管理的视角， 探讨民办高校固定资产采购管理问题，具有一定的理论价值和现实指导价值。 本文以XJ民办高校为例，基于项目管理理论和内部控制理论，明确民办高校固定 资产采购管理的特殊性、可行性及必要性。在理论研究部分，确立了XJ民办高校固定 资产采购管理的环节和内部控制阶段，为后续研究奠定了理论基础。在调查研究过程 中，收集并了解XJ民办高校固定资产采购管理的现状，包括采购计划的制定、采购任 务的执行、采购过程的监督等方面。基于理论和实际调查研究，进一步剖析了XJ民办 高校固定资产采购管理中存在的问题和不足，最终提出相应的优化建议，初步构建了 XJ民办高校固定资产采购优化体系。 本论文结合XJ民办高校的具体案例，指出其当前存在的采购风险高、采购效率低、 资金使用率不高的问题。研究发现，XJ民办高校应加强对内部控制与管理的重视程度， 尤其是在固定资产采购管理方面，要进一步提升采购管理的规范性，提升现有采购管 理部门和组织人员的执行能力，运用项目化管理的思路构建相对完善的采购业务内部 控制体系。同时，也提出了应进一步做好采购风险评估工作，优化现有的采购流程， 密切各部门之间的信息沟通。通过完善民办高校固定资产采购管理制度，为民办高校 提供良好的后勤保障，促进其自身的健康持续发展。 关键词：民办高校；项目管理；固定资产；采购体系 ABSTRACT I ABSTRACT Withthecontinuouspromotionofeducationandteachingreform,thecompetitionbetween collegesanduniversitiesisbecomingmoreandmorefierce.Asanimportantpartofthe highereducationsystem,privatecollegesanduniversitiesplayacertainroleinpromoting educationalreformandeducationalquality.Withtherapiddevelopmentofprivatecolleges anduniversities,thequantityandscopeoffixedassetprocurementarealsoexpanding rapidly,soitisurgenttobuildrelevantsystemsandstandardizemanagement.Project managementhasthecharacteristicsofstrictness,whichisinlinewiththeprocurement processoffixedassetsincollegesanduniversities,whichishelpfultoanalyzetheproblems existingineachlinkoffixedassetsprocurementmanagementincollegesanduniversities moreclearly.Therefore,fromtheperspectiveofprojectmanagement,thisstudydiscusses themanagementoffixedassetsprocurementinprivatecollegesanduniversities,whichhas certaintheoreticalvalueandpracticalguidingvalue. TakingXJprivateuniversityasanexample,thispaperisbasedonthetheoryofproject managementandinternalcontroltheory,andmakescleartheparticularity,feasibilityand necessityofthemanagementoffixedassetsintheprivateuniversity.Inthepartofthetheory, thelinkandtheinternalcontrolstageofthefixedassetsprocurementmanagementoftheXJ privateuniversityareestablished,andthetheoreticalbasisforthefollow-upresearchis established.Inthecourseoftheinvestigation,thepresentsituationofthemanagementof fixedassetsintheXJprivateuniversityiscollectedandunderstood,includingthe formulationoftheprocurementplan,theimplementationoftheprocurementtask,the supervisionoftheprocurementprocess,etc.Basedontheresearchofthetheoryandthe practicalinvestigation,theproblemsanddeficienciesinthemanagementoffixedassetsin theXJprivateuniversityarefurtheranalyzed,andthecorrespondingoptimization suggestionsareputforward,andtheoptimizationsystemofthefixedassetsoftheXJprivate universityispreliminarilyconstructed.
