随着现代化经济的迅速发展,信用卡当前已经成为人们消费的一种主要媒介。信用 卡除了能够充当人们消费的一种货币形式,同时还能够为人们提供个人理财平台,虽然 信用卡在现代社会的使用范围越来越广,但是仍然无法避免在使用过程当中产生的一系 列风险问题,与其他货币形式相比较来说,信用卡具有高风险的特点,因此信用卡在现 代发展的过程当中,会为企业的经营和政府宏观调控带来一定程度的影响。信用卡风险 已经成为了当前我国不同规模银行金融风险当中的一类代表性风险,因此为了增强郑州 银行对于信用卡风险的管理,就必须要对此进行深入研究,探讨能够有效解决信用卡风 险的方法,为郑州银行信用卡风险的管理提供参考。 在本篇论文当中,以金融体系脆弱性理论和信息不对称理论为基础,利用文献研究、 案例研究、调查研究和比较分析方法,首先对郑州银行信用卡业务进行风险识别,其次 再结合郑州银行信用卡业务实际,指出其信用卡业务风险存在的主要原因,即风险管理 中存在的内外部问题,再结合部分城商行信用卡风险管理的相关经验,提出郑州银行信 用卡业务风险防控的优化建议。本文的研究结论主要包括以下几个方面: 首先,对郑州银行信用卡业务进行风险识别,发现在郑州银行信用卡业务中主要面 临四大类风险:信用风险、欺诈风险、操作风险和宏观风险。这些风险带来的后果将严 重制约郑州银行信用卡业务的快速发展,因此应积极采取措施,有针对性的提出信用卡 业务风险管理对策。 其次,结合郑州银行信用卡业务发展现状,分析风险存在的主要原因,即当前郑州 银行信用卡业务风险管理过程当中存在的内部和外部两方面问题:外部问题包括国家相 关法律法规不完善、 社会征信体系存在缺陷,信用卡持卡者安全意识较弱以及信息共 享平台的不健全性;内部问题包括郑州银行信用卡办理流程的不规范性、信用风险管理 技术的滞后性以及银行内部员工风险管理意识的薄弱等。 再次,通过对部分城商行信用卡风险管理的经验和教训进行分析,可以了解到美国 商业银行重视对于信用卡的风险管理,加强社会和个人征信制度的完善、构建相对科学 合理的信用评分制度和风险评级制度等,增强商业银行对于信用风险的管理和防范。除 此之外,香港地区的商业银行也十分重视信用卡的风险管理,并采取相应的措施增强对 II 于信用卡的风险防范。 最后,针对郑州银行信用卡业务存在的风险问题,从内部和外部两个方面提出郑州 银行信用卡业务风险管理的措施,外部措施包括加强银行内部客户信息系统的完善和优 化、完善社会和个人征信体系、增强信用卡持卡人的安全意识。郑州银行内部改革和调 整包括加强员工风险管理能力的培训、积极借鉴国外的信用卡风险管理经验、简化信用 卡办理流程等,从而有效提升郑州银行信用卡业务的风险防范能力。 关键词:商业银行,信用卡风险,风险管理 III ABSTRACT With the rapid development of the modern economy, credit cards have become a major medium for people's consumption. In addition to being a form of money for people's consumption, credit cards can also provide people with a personal financial platform. Although credit cards are used more and more widely in modern society, they still cannot avoid a series of risk problems arising from the use process. Compared with other forms of currency, credit cards have the characteristics of high risk. Therefore, in the process of modern development, credit cards will have a certain degree of influence on the operation of enterprises and the macro-control of the government. Credit card risk has become a representative risk in the current financial risks of banks of different sizes in China. Therefore, in order to enhance the management of credit card risk of Bank of Zhengzhou, it is necessary to conduct in-depth research, explore the methods that can effectively solve the credit card risk, and provide reference for the management of credit card risk of Bank of Zhengzhou. In this paper, based on the theory of financial system vulnerability and information asymmetry, using the methods of literature research, case study, investigation and comparative analysis, firstly identify the risk of the credit card business of Bank of Zhengzhou, and then point out the main reasons for the risk of the credit card business of Bank of Zhengzhou, that is, the risk management Based on the internal and external problems, combined with the relevant experience of credit card risk management of some urban commercial banks, this paper puts forward the optimization suggestions for the risk prevention and control of Zhengzhou bank's credit card business. The research conclusion of this paper mainly includes the following aspects: First of all, we identify the risk of the credit card business of Bank of Zhengzhou, and find that there are four major risks in the credit card business of Bank of Zhengzhou: credit risk, fraud risk, operational risk and macro risk. The consequences of these risks will seriously restrict the rapid development of the credit card business of Bank of Zhengzhou, so we should actively take measures to put forward the risk management countermeasures of the credit card business. Secondly, combined with the current situation of credit card business development of Bank of IV Zhengzhou, this paper analyzes the main reasons for the existence of risks, that is, the internal and external problems in the process of risk management of credit card business of Bank of Zhengzhou at present: the external problems include the imperfection of relevant national laws and regulations, the defects of social credit system, the weak security awareness of credit card holders and the lack of information sharing platform The internal problems include the nonstandard credit card process of Bank of Zhengzhou, the lag of credit risk management technology, and the weakness of risk management awareness of employees in the bank. Thirdly, by analyzing the experience and lessons of credit card risk management of some city commercial banks, we can understand that American commercial banks attach importance to the risk management of credit cards, strengthen the improvement of social and personal credit system, build a relatively scientific and reasonable credit scoring system and risk rating system, and enhance the management and prevention of credit risk of commercial banks. In addition, commercial banks in Hong Kong also attach great importance to the risk management of credit card, and take corresponding measures to enhance the risk prevention of credit card. Finally, in view of the risk problems existing in the credit card business of Bank of Zhengzhou, this paper puts forward the measures for the risk management of the credit card business of Bank of Zhengzhou from the internal and external aspects. The external measures include strengthening the improvement and optimization of the internal customer information system of the bank, improving the social and personal credit system, and enhancing the security awareness of the credit card holders. The internal reform and adjustment of Bank of Zhengzhou includes strengthening the training of employees' risk management ability, actively learning from foreign credit card risk management experience, simplifying the credit card handling process, etc., so as to effectively improve the risk prevention ability of the credit card business of Bank of Zhengzhou.
