随着知识经济的不断发展，知识产权日益成为国家发展的战略性资源和国际 竞争力的核心要素，习近平总书记在党的十九大报告中指出，要“倡导创新文化， 强化知识产权创造、保护、运用”，这为我国知识产权事业发展指明了方向，提 供了基本遵循。在此背景下，我国的知识产权工作已取得一定的成就，但同时我 国区域知识产权能力的发展呈现出一定的盲目性与不协调问题；各地区的知识产 权产业发展水平也呈现出不均衡的态势，东、中、西部呈现出显著差异。因此， 本文从区域的角度去分析知识产权各项能力是否得到协调有序的发展，以期最大 限度释放知识产权能量、进而完善国家创新体系，推动我国经济实现高质量发展。 首先，对国内外相关文献进行梳理，界定区域知识产权能力概念并对其进行 划分，结合耦合理论，论述区域知识产权能力系统的耦合内涵，并分析其耦合关 系，为后续的评价研究提供进一步的理论支持。其次，构建知识产权各子能力系 统综合发展水平函数和知识产权能力系统耦合协调度模型；结合现有的知识产权 评估报告以及知识产权能力相关评价研究，以知识产权创造能力子系统、知识产 权运用能力子系统及知识产权保护能力子系统为目标层，确定出17个评价指标， 并采用层次分析法进行赋权，构建区域知识产权能力系统耦合协调度评价指标体 系。再次，对中国大陆除西藏外的其它省市2011-2018年的知识产权能力系统耦 合协调度进行实证评价。评价结果显示，在知识产权创造能力、运用能力与保护 能力三个子系统中，整体发展状况较好的为知识产权保护能力与创造能力子系 统，发展状况最差的为运用能力子系统；我国知识产权产权能力系统耦合协调水 平整体不高；东部区域各子能力系统综合发展水平以及知识产权能力系统耦合协 调度值要高于中西部地区。最后，根据实证评价结果，对近年来各区域的知识产 权子能力发展水平及知识产权能力系统耦合协调水平进行总结，指出其中存在的 问题，并分析可能的原因，提出相应的对策建议。 关键词：区域知识产权能力，耦合协调度，评价指标体系 区域知识产权能力系统耦合协调度研究 IV ABSTRACT Withthecontinuousdevelopmentoftheknowledgeeconomy,intellectual propertyrightsareincreasinglybecomingastrategicresourcefornational developmentandacoreelementofinternationalcompetitiveness.GeneralSecretary XiJinpingpointedoutinthereportoftheNineteenthNationalCongressofthe CommunistPartyofChinathatitshould“advocateacultureofinnovationand strengthenthecreation,protectionandapplicationofintellectualpropertyrights”. ThispointsoutthedirectionforthedevelopmentofChina'sintellectualproperty causeandprovidesabasicfollow.Underthisbackground,China'sintellectual propertyworkhasachievedcertainachievements,butthecurrentdevelopmentof China'sregionalintellectualpropertycapabilitiespresentscertainblindnessand uncoordinatedissues;thelevelofintellectualpropertyindustrydevelopmentin variousregionsalsopresentsunevenThesituationshowssignificantdifferencesinthe east,middleandwest.Therefore,thispaperanalyzeswhetherthevariouscapabilities ofintellectualpropertyrightshavebeendevelopedinacoordinatedandorderly mannerfromaregionalperspective,withaviewtomaximizingthereleaseof intellectualpropertyenergy,therebyimprovingthenationalinnovationsystemand promotingTheeconomyachieveshigh-qualitydevelopment.
