摘要 随着我国对外开放力度的不断加大，我国企业，尤其是高科技企业将面临 更加激烈的竞争，知识产权及知识产权管理已作为我国高科技企业提高市场竞 争能力的重要影响因素，将成为企业未来竞争的关键点。近年来我国企业知识 产权能力建设的不断提升，企业面临的转型升级、国内外市场竞争压力也逐步 增大，但企业知识产权管理体系的建设滞后，需要尽快建立、健全有助于企业 未来竞争的知识产权管理体系。 X软件企业作为国内领先的智慧产业整体解决方案提供商，担负着保障了国 家工业信息安全的重要使命。但X软件企业在企业知识产权管理方面仍存在企 业知识产权管理战略不明确、管理力量薄弱、成果转化率较低、资源利用程度 较低等问题，企业知识产权管理能力不能满足技术创新发展的要求，束缚了公 司进一步的发展。 本文运用经济学、管理学理论和方法，研究了知识产权、知识产权管理、 企业知识产权管理、软件知识产权管理的概念。以X软件企业知识产权管理为 研究对象，采用SWOT方法分析了企业知识产权管理方面存在的机遇、威胁、优 势、劣势，对X软件企业知识产权管理现状、存在问题及原因进行了分析，确 定了X软件企业知识产权管理体系建设原则和目标，以知识产权战略、组织、 价值管理为切入点，提出了X软件企业知识产权管理体系建设的主要内容以及 知识产权管理体系建设的实施措施和方案。 关键词：软件企业；知识产权；管理体系 Abstract Abstract With the continuous increase of China's opening to the outside world, China's enterprises, especially the high-tech enterprises, will face more intense competition. Intellectual property rights and intellectual property management have become an important factor in improving the market competitiveness of China's high-tech enterprises, and become the key point of future competition. In recent years, with the continuous improvement of intellectual property capacity building in China's enterprises, enterprises are facing transformation and upgrading, and the pressure of market competition at home and abroad is gradually increasing. However, the construction of intellectual property management system in enterprises is hysteretic, so it is necessary to establish and improve it as soon as possible and to help enterprises compete in the future. X Software Enterprise, as the leading solution provider of intelligent industry in China, undertakes the important mission of ensuring the national industrial information security. However, there are still some problems in the intellectual property management of X software enterprises, such as unclear management strategy, weak management force, low achievement conversion rate and low resource utilization. The intellectual property management ability of X software enterprises can not meet the requirements of technological innovation and development, which hampers the further development of the company. This paper studies the concepts of intellectual property and intellectual property management, enterprise intellectual property management and software intellectual property management by using the related theories and methods of economics and management. Taking the intellectual property management of X software enterprise as the research object, this paper uses SWOT method to analyze the opportunities, threats, advantages and disadvantages of the intellectual property management of X software enterprise, analyzes the present situation, problems and causes of the intellectual property management of X software enterprise,This paper defines the principles and objectives of the construction of the intellectual property management system of the enterprise, Based on the intellectual property strategy, organization and Abstract value management, puts forward the main contents of the construction of the intellectual property management system of the X software enterprise and the implementation measures and plans of the construction of the intellectual property management system.
