I 摘要 随着中国经济的发展,建设项目越来越多。现代工程建设项目一般具有投资 大、建设周期长、参与主体多、中间过程复杂等特点。因此,大型工程项目的管 理变得越来越重要和复杂。如何建立全面、科学、易于操作的工程项目管理效果 综合评价体系,从整体上控制工程项目管理的效果,已成为工程项目管理的热点 问题,也是提高企业管理能力的重要组成部分。 本文结合A电力公司大型架空线路接入地面工程项目,采用层次分析法和 模糊综合评价法,对项目管理效果进行了综合评价研究。本文将层次分析法 (AHP)应用于城市电网架空线路地面改造项目的决策,采用模糊综合评价法对 架空线路地面改造项目的各项指标进行了划分,并提供了依据;然后对重建对象 进行综合评价,得出A公司架空线路入地工程合规指标较为满意,进度指标、 安全指标所表现出的情况都较好,但是总体上距离优质工程还是有一定的距离, 基于评价结果提出了规范化管理、提高工程参与人员的素质水平、组织机构革新 管理、推进科技创新管理和利用现代化的管理软件提高管理效率等措施来提高工 程质量,为重建工程提供了有力的依据。 本研究对架空线入地项目综合评价理论与方法进行陈述,为构建综合评价指 标体系和模糊综合评价方法实施提供了一定的理论借鉴。同时此次研究对大型的 工程管理项目评价指标体系提供了一定的指导意见,丰富了项目评价体系构建理 论。 关键词:大型工程项目;综合评价;层次分析法;模糊评价法 Abstract Abstract WiththedevelopmentofChina'seconomy,therearemoreandmoreconstruction projects.Modernengineeringconstructionprojectsgenerallyhavethecharacteristics oflargeinvestment,longconstructionperiod,manyparticipantsandcomplex intermediateprocess.Therefore,themanagementoflarge-scaleengineeringprojects becomesmoreandmoreimportantandcomplex.Howtoestablishacomprehensive, scientificandeasytooperatecomprehensiveevaluationsystemofengineeringproject managementeffectandcontroltheeffectofengineeringprojectmanagementasa wholehasbecomeahotissueofengineeringprojectmanagementandanimportant partofimprovingenterprisemanagementability. Inthispaper,combinedwithapowercompany'slarge-scaleoverheadlineaccess tothegroundengineeringproject,usingtheanalytichierarchyprocessandfuzzy comprehensiveevaluationmethod,theprojectmanagementeffectiscomprehensively evaluated.Inthispaper,analytichierarchyprocess(AHP)isappliedtothe decision-makingoftheurbanpowergridoverheadlinegroundreconstructionproject. Thefuzzycomprehensiveevaluationmethodisusedtodividetheindexesofthe overheadlinegroundreconstructionprojectandprovidethebasis.Then,the comprehensiveevaluationofthereconstructionobjectiscarriedout,andthe complianceindexesoftheoverheadlinegroundentryprojectofcompanyaare relativelysatisfactory,andthescheduleindexesandsafetyindexesarelistedThe presentsituationisgood,butthereisstillacertaindistancefromthehigh-quality projectingeneral.Basedontheevaluationresults,somemeasuresareputforwardto improvetheprojectquality,suchasstandardizedmanagement,improvingthequality levelofprojectparticipants,organizationinnovationmanagement,promoting scientificandtechnologicalinnovationmanagementandusingmodernmanagement softwaretoimprovethemanagementefficiency,whichprovidesastrongbasisforthe reconstructionproject。 Thisstudypresentsthetheoryandmethodofcomprehensiveevaluationof overheadlineentryprojects,whichprovidesatheoreticalreferenceforthe constructionofcomprehensiveevaluationindexsystemandtheimplementationof fuzzycomprehensiveevaluationmethods.Atthesametime,thisstudyprovidessome guidancefortheevaluationindexsystemoflarge-scaleengineeringmanagement
