电力工业是我国经济发展的基本保障。在整个电力行业中,供电企业是关键部门,负责为 国民经济发展和人民生产生活提供电力。为此需要建立一个能够准确表征新建输变电工程项目 质量的管理评价系统,为输变电工程的质量控制提供理论依据。 首先,本文对国内外关于输变电工程的质量管理研究现状进行了分析,并基于此从“3M2E” 五个方面详细阐述了影响输变电工程的主要指标及其评判标准。 其次,基于项目管理理论,本文详细介绍了基于 G1 法的群决策法与模糊综合评价法,并 在此基础上,系统介绍了输变电工程项目管理模型的构建思路。 第三,在输变电工程项目管理模型的构建思路基础上,构建了新建 110kV 西区输变电工程 项目评价指标体系,并对西区输变电工程进行综合评价,验证了模型的准确性和可行性。 最后,研究了 110kV 西区输变电工程项目管理与评价方法的存在问题,并提出了用过程决 策程序图、关联图、系统图等质量工具的改进措施,为今后保证新建输变电工程项目的质量提 供了坚实的基础。 关键词:输变电工程,质量管理,指标体系,基于 G1 法的群决策法,模糊综合评价河海大学硕士学位论文 II ABSTRACT The power industry is the basic guarantee for China's economic development. In the entire power industry, power supply companies are key sectors, providing electricity for the development of the national economy and people's production and life. To this end, it is necessary to establish a management evaluation system ,which can accurately characterize the quality of new power transmission and transformation projects, and provide a theoretical basis for quality control of power transmission and transformation projects. Firstly, this paper analyzes the status quo of quality management research on power transmission and transformation engineering at home and abroad, and based on this, elaborates the main indicators affecting power transmission and transformation engineering and its evaluation criteria from five aspects of “3M2E”. Secondly, based on the theoretical of project management, this paper introduces the G1-based group decision making method and fuzzy comprehensive evaluation method in detail, and on this basis, systematically introduces the construction idea of the power transmission and transformation project management model. Thirdly, on the basis of the construction idea of the power transmission and transformation project management model, the comprehensive evaluation of the new 110kV western district transformation and transformation project is carried out, which verifies the accuracy and feasibility of the model. Finally, the problems of the management and evaluation methods of power transmission and transformation projects are studied, and the improvement measures of quality tools such as process decision-making program diagram, correlation diagram and system diagram are proposed, which will provide the quality evaluation for the new power transmission and transformation project in the future.
