药品安全人命关天,其重要性不言自喻,我国政府和企业相继采取了一系列 措施严控各类药品安全风险。然而,近年来,我国药品安全事故依旧频发。究其 根源,这与我国制药企业战略风险管理水平不能适应其所面临的风险挑战密切相 关。因此,转变策略,寻找企业适宜的、行之有效的战略风险防范方法显得必要 而迫切。 本文选取H药品生产企业作为战略风险防范的研究对象。在介绍分析企业的 发展概况、风险应对现状及存在的问题的基础上,运用环境扫描法和层次分析法 识别、评估出企业存在的战略资源风险、战略决策风险、运营能力风险、战略实 施风险等主要战略风险因素,最后,运用弹性风险管理理论提出的防范战略风险 的路径、策略,提出了H药品生产企业战略风险防范对策建议。 本文的主要贡献:一是将战略风险管理主要过程应用到H药品生产企业这类 典型的制药企业,识别、评估了H药品生产企业存在的主要战略风险因素,这将 有助于我国制药行业企业认识其战略风险构成要素、识别流程和评估方法,发现 自身在战略风险防范方面存在的问题与不足;二是运用弹性风险管理理论提出的 防范战略风险的路径、策略,针对性地提出了H药品生产企业战略风险防范对策 建议,这将有助于我国制药企业拓展思维,采取切实可行的战略风险防控方法, 构建企业竞争优势,实现战略目标。 关键词:药品生产企业;战略风险;风险防范;弹性风险管理* 论文类型:应用研究 西南科技大学硕士学位论文 II ABSTRACT Drugsafetyisextremelycrucial,anditsimportanceisself-evident.Our governmentandenterpriseshavetakenaseriesofmeasurestostrictlycontrolall kindsofdrugsafetyrisks.However,inrecentyears,drugsafetyaccidentsstilloccur frequentlyinChina.Therootcauses,arecloselyrelatedtothefactthatthestrategic riskmanagementlevelofpharmaceuticalenterprisesinChinacannotadapttothe risksandchallengestheyface.Therefore,itisnecessaryandurgenttochangethe strategiesandfindsuitableandeffectivestrategicriskpreventionmethodsfor enterprises. Inthispaper,Hdrugmanufacturingenterpriseisselectedastheresearchobject ofstrategicriskprevention.Onthebasisofintroductionandanalysisofthegeneral developmentsituation,thestatusquoofriskresponseandtheexistingproblemsin thisenterprise,themainstrategicriskfactorssuchasstrategicresourcerisk,strategic decisionrisk,operationalabilityriskandstrategyimplementationriskareidentified andevaluatedbyusingenvironmentalscanningmethodandanalytichierarchy process(AHP).Finally,accordingtothepathandstrategyofstrategicriskprevention putforwardbyflexibleriskmanagementtheory,thispaperputsforwardsome countermeasuresandsuggestionsonstrategicriskpreventionofHdrug manufacturingenterprise. Themaincontributionsofthispaperareasfollows:first,themainprocessof strategicriskmanagementisappliedtotypicalpharmaceuticalenterprisessuchasH drugmanufacturingenterprise,andthemainstrategicriskfactorsofHdrug manufacturingenterpriseareidentifiedandevaluated.ThiswillhelpChinese pharmaceuticalindustryenterprisestounderstandtheirstrategicriskelements, identificationprocessandevaluationmethods,aswellasfindtheirownproblemsand shortcomingsinstrategicriskprevention.Second,usingthepathandstrategyof strategicriskpreventionputforwardbyflexibleriskmanagementtheory,thispaper putsforwardsomecountermeasuresandsuggestionsonstrategicriskpreventionofH drugmanufacturingenterprise,whichwillhelpChinesepharmaceuticalenterprisesto expandtheirmindsetssothattheycanadoptfeasiblestrategicriskpreventionand controlmethodstocreatetheenterpriseadvantagesincompetitionandfurtherrealize thestrategicgoal.
