近年来，世界经济发展环境不景气，我国也逐渐放慢了经济发展的速度。为 确保我国经济保持良好的发展态势，投资活动将是我国今后经济发展的长期推动 力，城镇化建设更将成为其中的核心力量。但是受地方政府财务政策及债务问题 的综合影响，当前大量地方政府对城镇化建设缺少热情。面对这一情况，我国政 府开始寻求新的融资模式，PPP模式便因其特殊优势进入了我国政府部门的视野。 该融资模式在我国的发展时间尚且有限，但在欧美发达国家已经发展的比较完善， 利用该模式进行城镇化项目的融资可以有效提高项目建设效率，而且还能帮助政 府部门分担资金压力与项目风险，进而实现政府提供基础服务与私营机构追求市 场利益的平衡。该模式当前已发展为政府同社会资本进行合作的主要模式之一。 本文研究的宣城市水阳江大道PPP项目系宣城市基础设施工程项目。本文研 究站在私营单位的角色上对参与该模式后企业的风险、收益等情况做出综合分析， 以增强自身盈利能力，从而为后续同政府其他项目进行合作时提供便利。本文研 究以国内外学术界的现有成果为基础，综合运用财务管理、公共行政以及财政等 多个学科的理论与方法，结合我国政府以及宣城市地方政府的现有政策、政府与 企业财政现状等信息对该项目引入PPP融资模式，开展宣城市水阳江大道PPP项 目建设的风险管理进行案例分析，阐述采用该模式进行融资的必要性，以及融资 过程中的具体风险，在此基础上融合部分个人理解与建议。本文研究应用了问卷 调查、文献研究以及实证研究法、层次分析法、模糊综合评价法等方法。 通过深入研究，本文得出了下述几条结论：一是明确了水阳江大道项目融资 活动的压力，确定该项目可获得可观的短期利润和长期稳定优质收益；二是宣城 市水阳江大道PPP项目的风险管理模糊综合评价得分为70.344，处于中等风险水 平；三是该项目所用的模式同样可以在其他项目中进行应用，可以为政府及私营 单位开展公共基础设施建设时提供方法借鉴和实践参考。 关键词：PPP模式；风险管理；财务评价；项目融资 II Abstract In recent years，the economic development environment of the world has been stagnant， and China's economic growth rate has also slowed down. In order to maintain a good momentum of economic growth，China's economy will continue to rely on investment to drive economic growth for a considerable period in the future，especially through investment in urbanization. However，constrained by the debt problem of local governments and strict fiscal policies，the enthusiasm of local governments to promote regional economic growth by investing in urbanization and borrowing debt has been greatly limited. Based on this background，the PPPfinancing mode has entered the Chinese government's vision. PPPfinancing model is a long-term research and use of financing model in many advanced countries. It has the advantages of reducing government financial pressure，risk sharing，improving efficiency and market-oriented operation. It can balance the government's function of providing basic services to the society and social capital's pursuit of profits. It has become a wide range of current. The hot areas of cooperation between big social capital and government. The PPPproject of Yangjiang road in Xuancheng is a Xuancheng infrastructure project. From the perspective of enterprises，this paper combs the income and risk of the PPPproject，so as to facilitate the enterprises to continue to strengthen cooperation with other provincial governments in the later period，and enhance their profitability. Based on the current mainstream definition and achievements of PPPmodel at home and abroad，this paper applies the basic theories and methods of public administration， finance，financial management and project management，and combines the national and Xuancheng 13th Five-Year Plan Outline，Xuancheng City Financial Situation and the actual financial situation of enterprises implementing this project. This paper introduces the PPPfinancing mode into the project and carries out a case study on the risk management of the PPPproject construction on Shuiyangjiang Avenue in Xuancheng City. It expounds the necessity，rationality and main risks of the PPPfinancing mode， and puts forward some suggestions. Literature research，questionnaire，empirical research，analytic hierarchy process and fuzzy comprehensive evaluation method are used in the research process. The main conclusions are as follows：firstly，the financing pressure of PPPproject construction of Shuiyangjiang Avenue in Xuancheng City，and obtain considerable short-term profits and long-term stable and high-quality income；secondly，the fuzzy comprehensive evaluation score of risk management of PPPproject of Shuiyangjiang Avenue in Xuancheng City is 70.344，which is in the middle risk level；The model can III be applied to local government infrastructure construction projects，and can provide methods and practical reference for similar enterprises and government public infrastructure construction.
