由于信用卡具有逆周期、风险分散和利润稳定的特点,近年来,商业银行敏 锐地把握我国消费经济蓬勃发展的有利机遇,将信用卡作为大零售业务乃至全行 战略转型的布局重点。一方面,商业银行主动将信用卡业务提升为新的战略发展 线,进一步加大对信用卡业务的资源投入力度。另一方面,信用卡不断演变为平 台化、入口化和场景化的综合金融业务,成为商业银行获客引流、黏客增值、拉 动存贷汇等一系列零售业务的基础版块和战略工程。在这样的背景下,信用卡的 支付风险类型也发生了新的改变,风险的产生、演变、扩展和爆发的规律及其特 征更加复杂化、更趋多变化。欺诈风险趋于专业化、集团化,信息泄露事件频发, 虚假申请增多,团伙作案和跨区域作案防不胜防,并且由于商业竞争带来的客户 下沉使得还款意愿以及还款能力的易变性加大了信用风险防控难度,同时“强监 管”也在一定程度上使得多头共债客群的违约风险加快释放,债务风险加快向信 用卡业务迁移,对商业银行信用风险管控造成较大压力。在这样的环境下,如何 有效的防范和控制信用卡风险的发生,降低信用卡贷款不良资产,保障我国信用 卡业务得以健康稳定的发展具有十分重要的理论和实践意义。 本文主要是从实际工作出发,基于当前经济环境,对商业银行信用卡业务风 险管理进行研究分析。首先,全方位系统阐述了国内外信用卡和信用卡业务风险 管理的有关理论知识,其次对现行民生银行C分行信用卡风险管理的特点、管 理目标以及操作流程进行了深入的分析研究,并结合风险管理具体实例,探究风 险的发生成因及问题漏洞。最后结合理论知识,运用案例分析法对民生银行C 分行的重点客户进行案例分析,提出针对民生银行C分行信用卡风险管理的合 理化管理建议。对于全面提高民生银行C分行信用卡风险管理水平,降低不良 资产的发生概率,为促进民生银行信用卡业务持续健康发展具有重要意义,助力 中国信用卡业务风险管理水平再上一个新台阶。 关键词:信用卡;风险管理;商业银行 II Abstract Due to the reverse cycle, risk dispersion and stable profitability of credit cards, commercial banks have keenly grasped the favorable opportunities for the booming consumption economy in China in recent years, and regard credit cards as the layout focus of the large retail business and the strategic transformation of the whole bank. On the one hand, commercial banks have taken the initiative to upgrade credit cards into new strategic lines of business, and further increase the resources invested in credit card issuance. On the other hand, credit cards have evolved into a platform, import and scenario integrated financial business, which has become a basic section and strategic project for commercial banks to attract customers, increase customer value, and attract deposits and loans. In this context, the type of payment risk of credit cards has also undergone new changes, and the rules of the generation, evolution, expansion and outbreak of risks and their characteristics are more complicated and more varied. The risk of fraud tends to be specialized and grouped, information leakage incidents occur frequently, false applications increase, gangs commit crimes and cross-regional crimes are invincible. Due to the sinking of customers caused by competition, the willingness to repay and the volatility of repayment ability have increased. Difficulties in the prevention and control of credit risk, and at the same time, "strong supervision" has also accelerated the default risk of the long-term mutual debt group, and the debt risk has been accelerated to the credit card business, which has caused greater pressure on the credit risk management of commercial banks. Under such circumstances, how to effectively prevent and control the occurrence of credit card risks and ensure the healthy and stable development of China's credit card business is of great theoretical and practical significance. This paper mainly studies and analyzes the risk management of credit card business of commercial banks based on the current economic environment. First of all, the omni-directional system expounds the relevant theoretical knowledge of credit risk management of credit card and credit card business at home and abroad.
