I 摘要 质量管理是科研项目管理的一个重要组成部分，ISO9000标准在2015年进行了 修订后重新发布，强调过程方法、PDCA和基于风险的思维，以应对不断变化的组织 内、外部环境，体现面向社会提供全方位服务和解决方案的理念。新修订的标准更加 适用于SN研究所这样的提供科研服务的组织。SN研究所研制类项目的数量和经费 逐年增长，在研究所科研项目中的占比越来越大。为了维持相应的资质，持续获得研 制类项目，必须建立并有效的运行新版质量管理体系标准，将标准要求融入到日常的 研制类项目管理中，才能保持申报研制类项目的资质。因此，如何运用质量管理体系 的核心理念，进行研制类项目申报质量管理改进，提高研制类项目的申报数量、入围 数量和项目经费，是SN研究所研制类项目质量管理的迫切需要解决的问题。 首先，本文在梳理、评述国内外研制类项目质量管理相关研究成果的基础上， 结合SN研究所研制类项目申报管理的现状，找出其存在的问题。其次，针对SN研 究所研制类项目申报管理中存在的问题，从研究所的长期规划出发，以提高研制类项 目申报数量、入围数量和经费总量为抓手，对研制类项目申报管理的需求识别、申 请书编写和申报前把关等进行质量改进设计，提出具体方案。最后，从项目实施策 划、项目实施过程控制和项目现场测试及验收管理等方面提出了提升顾客满意度， 持续获得研制类项目和经费支持的保障措施。 本文认为，其一，通过构建研究所科研基本信息库，紧扣《项目申报指南》进行 申请动员，充分识别了研制类项目的需求。其二，通过新增具体内容编写说明，建立 所内申请书规范模板，规范了申请书编写。其三，通过新增技术内容评审，规范申请 书形式审查，严格了申报前把关。最终实现项目申报数量、入围数量和总经费的提高， 提升研制类项目申报管理运行效率。 关 键 词：研制类项目，申报质量，质量管理 ABSTRACT III ABSTRACT Quality management is an important part of scientific research project management. ISO9000 standard was revised in 2015 and re-issued, emphasizing process method, PDCA and risk-based thinking to cope with the changing internal and external environment of the organization, reflecting the concept of providing comprehensive services and solutions to the society. The newly revised standards are more suitable for organizations providing scientific research services such as SN Research Institute. SN Institute must establish and effectively operate the new version of quality management system standards, and integrate the standard requirements into the daily management. Therefore, how to improve the quality management of R&D project declaration, and how to increase the number of R&D project declarations, the number of entries are urgent problems to be solved in the quality management. Firstly, on the basis of combing and reviewing the related research results of quality management of R&D projects, this paper combines the status quo of R&D project declaration management of SN Research Institute. Find out the existing problems. Secondly, in view of the problems and the long-term planning of SN Research Institute, the quality improvement design is carried out for the needs identification, application preparation and pre-declaration checkpoint of R&D project declaration management with the aim of improving the number of R&D project declarations and entries, put forward specific plans. Finally, from the aspects of project implementation , process control, testing and acceptance management, the paper puts forward the measures to improve customer satisfaction and sustain the support of projects and funds. This paper holds that, firstly, the needs of research and development projects are fully identified. Secondly, standardized the preparation of the application. Thirdly, through the evaluation of new technical content, the form of application is standardized, and the checks before declaration are strictly enforced. Finally, the number of project declarations, the number of entries and the total funds will be increased, and the operational efficiency of the development project declaration management will be improved.
