随着城市化进程的不断加快和人们生活水平的日益提高,花卉苗木业作为一 个生态性、朝阳性、黄金性的产业而崛起,逐渐受到政府的重视和群众的关注。 2009年海南国际旅游岛建设上升为国家战略。而在2011年,海南省委、省政府 作出启动“绿化宝岛”工程建设的重大决策,特别是2012年6月《海口市绿化 宝岛工程建设实施方案》经十五届市政府第四次常务会议审议通过,提出到2015 年,规划实施通道绿化、村庄绿化、河流水库绿化、海防林建设、林业开发建设、 城市森林建设、湿地保护工程、盆景花卉与种苗工程等“八项绿化工程”,构建 “绿环围绕、绿色穿插、绿点均布”的绿化格局。由此可见,海南省花卉苗木产 业具有巨大的发展潜力。 文章运用理论与实证分析相结合的研究方法,对海南荣丰花卉苗木高新技术 产业园建设的可行性进行研究,并对其进行了效益分析,旨在能在前人所做的基 础上对该领域理论上有所补充,并对建设海南荣丰花卉苗木高新技术产业园的实 践起到一定的指导作用。文章在实地调查的基础上,通过收集一手资料与二手资 料,对产业园区域概况作了介绍,同时分析了其建设的必要性。然后通过SWOT 分析法对海南荣丰花卉苗木高新技术产业园建设的优劣势进行了分析,发现其拥 有区位适宜、建设资源以及雄厚的公司实力等自身优势,但也面临着土地征用、 花卉苗木产品科技含量低等问题。接着积极探讨了海南荣丰花卉苗木高新技术产 业园的建设体系,从市场体系、规划设计体系、保障体系以及组织体系等方面对 其进行研宄,根据自身发展条件,产业园实行“政府引导、企业运作、合作组织 参与,产业化经营、利益对接”五大运行机制。然后对其建设从生态、社会、经 济方面进行了效益分析,结果表明研宄对象的建设对保护生物多样性、带动全市 生态环境和花卉产业的健康发展,促进绿化建设起着重要作用,具有良好的生态 效益;对健全和完善海南的花卉苗木市场,促进区域经济发展、农村产业结构的 调整以及实现资源、环境和经济的可持续发展,具有良好的社会效益;在经济效 益分析上,对其进行了财务评价,从财务净现值、内部收益率、投资回收期、盈 亏平衡点这几个指标着手分析,并对其进行了敏感性分析。最后根据海南荣丰花 卉苗木高新技术产业园建设中的不利因素提出建议,即土地征用要跟着规划走、 提高花卉苗木的科学技术含量与专业人才的整体素质、呼吁政府加大支持力度 等。文章仅从市场、规划设计、组织管理以及保障体系方面探讨了海南荣丰花卉 苗木高新技术产业园的建设,初步对其建设进行了效益分析,研究还不够全面深 入,今后可从其实际操作层面、资金管理、成本控制、发展对策等方面对海南荣 丰花卉苗木高新技术产业园进行全程系统的研究。 关键词:花卉苗木产业;高新技术;花卉苗木高新技术产业园;海南省 ABSTRACT With the accelerating of urbanization process and people's living standards improving increasingly, the flowers and plants nursery stock industry is rising as an ecosystem, toward the positive, gold industry, gradually by the government's attention and the masses attention. Hainan International tourism Island construction rises to national strategies in 2009. In 2011,Hainan Provincial Committee, the provincial government launched the Green Island project of significant decisions,especially in June 2012,Haikou Green Island project construction implementation plan had approved by the 15 four executive meeting, the municipal government proposed by 2015, planning implementation ”Eight Green Project”to build green ring around and green, green with uniform of greening landscape, just like passageway greening, village greening, river and reservoir greening, construction of coastal forest,forest construction and development, construction of urban forest, wetlands protection project, bonsai flowers and seedling project. Thus, flowers and plants nursery stock industry of Hainan province has great development potential. The article using the combination of theory and empirical analysis research methods,systemic researching the construction of Hainan Rongfeng flower and plant of high-tech industry park, and the benefit analysis, designed to be able to do on the basis of previous theory in this area has been added, and play a guiding role for the construction of Hainan Rongfeng flower and plant of high-tech industrial park practices. The article on the basis of field investigation,through the collection of primary and secondary sources, general situation of industrial park area is introduced, at the same time, analyzes the necessity of its construction. And then discussed the construction of Hainan Rongfeng flower and plant high-tech industrial park by SWOT analysis, the suitable construction have a location, resources and strong strength of the company and their own advantages, but also faces land acquisition, flowers,nursery stock and low -tech products problem. Then actively exploring the construction system of Hainan Rongfeng flower seedlings High-tech Industrial Park, carry on research to it from the aspects of market system, planning system, security system and organization system etc,according to its own development conditions,industrial park in to implementation five operating mechanism of government guidance, the operation of enterprises, cooperative organizations, industrialization, benefit docking.Then the construction from the aspects of ecological, social, economic benefit analysis, the results show that the construction of the research has a good ecological benefits on protecting biodiversity, to drive the city's ecological environment and the healthy development of flower industry,promoting green building;To improve and perfect the Hainan flower nursery stock market, to promote the development of regional economy, the adjustment of rural industrial structure and realize the sustainable development of resources,environment and economy, and has good social benefit; In the economic analysis,financial evaluation was carried out,from a financial net present value, internal rate of return,payback period, the breakeven point begin to analyze these indicators and sensitivity analysis was carried out .Finally, according to Hainan Rongfeng flower seedlings in high-tech industrial park construction proposals unfavorable factors,namely land acquisition plan to follow to go to improve the scientific and technological content of flowers, nursery stock and the overall quality of professionals,called on the government to increase support .Articles only from the market , planning and design,organizational management and security system aspects discussed Hainan Rongfeng flower seedlings construction of high-tech industrial park,the initial benefit analysis carried out for its construction,research is not enough depth in the future from its actual operational level,capital management, cost control,development strategies and other aspects of Hainan Rongfeng flower seedlings tech industrial park for the entire system.
