等部分内容。论文的公布(包括以电子信息形式刊登)授权 东南大学研究生院办理。 研究生签名: 导师签名: 日期:东南大学硕士学位论文 摘要 I 江苏开放大学的高质量发展战略研究 研究生:邹佳 导师:王文平 东南大学 摘要 开放大学的建设是我国办好继续教育的重要措施,对于加快建设学习型社会、构 建终身教育体系、构建现代职业教育体系、推进教育公平具有重要作用。开放性大学作 为教育行业的一员,虽然与营利性企业有所区别,但它在具有社会属性的同时也具有经 济属性,它在创造经济价值的同时也在创造社会价值。当前,我国开放大学正处于由广 播电视大学转型至新型远程教育大学的关键节点,迫切需要制定转型过程中开放大学 发展战略。本文结合当前我国高质量发展的经济发展需求,研究江苏开放大学高质量 发展战略,对我国终身教育体系的完善发展,具有重要的现实意义。 本文在系统综述国内外相关研究的基础上,首先利用 PEST 工具分析了江苏开放大 学当前的宏观环境,明确制定高质量发展战略的必要性,并分析行业情况,提出制定 江苏开放大学高质量发展战略的重要性。其次,对江苏开放大学的发展现状进行了分 析,并利用 SWOT 工具剖析了江苏开放大学的外部机遇和挑战以及内部优势和劣势, 内部优势主要体现在师资力量较强和科学的学分银行制度,而内部劣势主要体现在学 科专业设置较少、教育教学理念不够创新、资源平台相对落后、社会教育相对匮乏和 科研水平不足等方面,继而本文根据 SWOT 分析结果,提出江苏开放大学高质量发展 战略的愿景、战略目标和战略重点,并研究提出了高质量社会人才培养战略、高质量 社区教育服务战略和高质量开放教育研究战略。高质量社会人才培养战略是江苏开放 大学的重要使命,其内涵包括教学体系建设、人才团队建设、教学资源和过程整合以 及教学质量把控;其发展途径为深化开放教育改革,发展体系为“顶层建设—特色学科 —专业优化—优质课程”;高质量社区教育服务战略是江苏开放大学的根本任务,其内 涵为开放教育平台建设、开放教育技术开发、开放教育资源整合;其发展途径开放式 发展,其发展体系为“社会服务体系—社会服务内涵—公共教育服务—学分银行制 度”;高质量开放教育研究战略是前两者的重要理论支撑,其内涵为教学技术和教学过 程的创新、教学理念的革新;其发展途径为创新发展,其发展体系为“科研目标—科研 制度—科研平台—科研队伍”。最后,论文提出了高质量发展战略实施所需的保障措 施,包括校区建设、组织重构、文化创新和作风建设。东南大学硕士学位论文 摘要 II 本文研究提出的江苏开放大学的高质量发展战略,及相应的战略核心和战略保障 措施,具有重要的理论价值和现实意义,为我国后续转型的开放大学提供江苏依据。 关键词:江苏开放大学、高质量发展、发展战略东南大学硕士学位论文 Abstract III Research on High-quality Development Strategy of Jiangsu Open University Postgraduate:Zou Jia Supervisor:Wang Wen-ping Southeast University Abstract The construction of open universities is an important measure to run continuing education in China. It plays an important role in accelerating the construction of a learning society, building a lifelong education system, building a modern vocational education system and promoting educational equity. Open universities, as a member of the education industry, are different from for-profit enterprises, but they have both social and economic attributes. They create economic value as well as social value. At present, China's Open University is at the key point of transforming from Radio and TV University to a new type of distance education university. It is urgent to formulate the development strategy of Open University in the process of transformation. This paper studies the high-quality development strategy of Jiangsu Open University based on the current economic development needs of high-quality development in China, which has important practical significance for the improvement and development of lifelong education system in China. Based on a systematic review of relevant research at home and abroad, this paper first uses PEST tools to analyze the current macro-environment of Jiangsu Open University, clarify the necessity of formulating a high-quality development strategy, and analyze the industry situation, and put forward the importance of formulating a high-quality development strategy of Jiangsu Open University. Secondly, the development status of Jiangsu Open University is analyzed, and the external opportunities and challenges as well as internal strengths and weaknesses of Jiangsu Open University are analyzed with SWOT tools. The internal strengths are mainly reflected in the strong teachers and the scientific credit banking system, while the internal weaknesses are mainly reflected in the fewer disciplinary settings, the lack of innovation in educational and teaching concepts, and the relative resource platforms. Then, according to the SWOT analysis results, this paper puts forward the vision, strategic objectives and strategic priorities of the high-quality development strategy of Jiangsu Open University, and studies and puts forward the strategies of high-quality personnel training, high-quality social service and high-quality open education research. The strategy of cultivating high-quality talents is an important mission of Jiangsu Open University.
