I 摘要 随着互联网技术的飞速发展,公积金中心信息化、业务综合化与人工智能化 趋势的形成,交易量日趋增多,公积金的重要性越来越受到关注,客户需求也开 始朝多元化、个性化的方向发展。凉山移动为了帮助凉山州实现公积金中心信息 化,搭建以移动终端、行业应用网关、移动代理服务器等网络资源和服务能力组 成的公积金中心短信平台及 APP 应用,能否通过管理软件开发与系统对接,实现 公积金中心及公积金中心的个人客户、企业客户随时随身、经济快捷安全地享受 金融信息服务,成为了本文提出凉山移动住房公积金短信查询平台建设项目可行 性研究探讨的主要目的,科学而全面的项目可行性分析是规避风险、做出正确决 策的重要依据。 报告在结合国内外信息化建设项目可行性研究现状以及本人在通信行业工作 实践的基础上,以“中国移动四川公司 2014 年凉山州住房公积金短信查询平台信 息化工程”为例,通过采用项目管理、项目可行性研究、项目风险管理等相关理 论和方法对凉山移动住房公积金短信查询平台建设项目进行了方案论证、投资效 益分析、风险及防范等几个方面的可行性研究分析并得出相应的可行性结论。 纵观全文共分六章进行了凉山移动住房公积金短信查询平台建设项目可行性 研究的探讨。报告首先结合研究背景阐述了其研究的意义、内容和方法等,并对 相关理论及研究发展现状进行了综述;接着对本文研究的课题即凉山移动住房公 积金短信查询平台建设项目进行了详细的介绍,梳理了该项目在前期可行性研究 中存在论证内容不够完善、缺少科学的综合评价和必要的风险分析等的问题以及 这诸多问题产生原因,并尝试给出了解决问题的对策;然后重点通过市场可行性 分析、技术可行性分析、项目建设实施计划对项目方案进行了可行性方面的论证; 再然后通过投资估算及资金筹措、综合效益评价对项目的投资效益进行可行性方 面的分析;另外,还按照风险管理的方法本步骤对项目风险及防范措施进行了分 析和探讨;最后为本文研究的结论部分,经过多方面的科学论证后,报告研究结 论认为此项目具有较强的实施可行性。 总的来说,做好凉山移动住房公积金短信查询平台建设项目的可行性研究分 析,对完善凉山移动公司开展信息化建设项目可行性研究的论证具有一定的指导 价值,也对本项目今后的顺利开展具有一定的实践意义。 关键词,住房公积金,短信查询平台,项目管理,可行性研究,风险管理ABSTRACT II ABSTRACT Along with the development of e-commerce, the accumulation fund center information, business integration, the formation of all-roundization trend, trading volume increasing, accumulation fund is more and more attention, the importance of customer requirements are also moving in diversified and personalized direction.
