项目可行性研究报告的编制依据是国家计划委员会和国家建设部的《投资项目可行 性研究指南》、《国家农业综合开发多种经营项目可行性研究报告编写大纲》、《建设项目 经济评价方法与参数（第三版）》和晋城市市委、市政府《关于加快建设社会主义农村 的实施意见》、《关于建设资源集约型环境友好型社会的实施意见》以及我国粮食工程建 设方面现行的有关政策、法规、规范及标准等。首先，本报告全面介绍了本可行性研究 的主要内容，根据晋城市农业发展规划要求和五色土杂粮开发有限公司的实际情况，按 照公司的长远发展规划，对在孟匠村建设的小米综合加工项目进行了充分细致的调研， 并充分按照国家关于可行性研究报告工作范围和深度的规定，对项目建设的现实背景、 主要依据、必要性、可行性和建设条件进行了论述；对产品的市场现状、前景、竞争优 势和销售策略进行了分析预测；对项目建设规模、规划布局、生产技术方案、设备选型、 实施进度、投资概算和资金来源、财务评价和风险分析、环境影响、消防措施、节约能 源、项目组织管理及经济效益等方面进行了综合性分析和评价，为该项目的实施提供了 依据。主要内容包括，(1)背景及必要性、厂址选择及建设条件；(2)产品市场调查与分 析，确定销售方案；(3)建设方案及项目实施进度安排；(4)投资概算与资金筹措、财务 评价及风险分析；(5)环境保护与能源节约、项目组织与经营管理；(6)社会影响评价、 综合评价及结论与建议。 项目实施后，可实现年销售收入 26540 万元，年销售税金及其附加为 152 万元；生 产期内年税前平均利润 8867.5 万元，税后平均利润 6650.6 万元；生产期内年平均上交 所得税为 2216.9 万元，项目的经济效益十分显著。项目全部投资内部收益率 34.9%，投 资回收期 2.99 年，盈亏平衡点 24.4%。各经济指标分析表明，该项目具有极好的盈利能 力、较好的偿贷能力，以及极强的抗风险能力，证实了该项目可行性。 关键词，小米；食品转化；加工；可行性；评价II Abstract The feasibility study is based on Investment Project Feasibility Study Guide, Writing Outline of National Agricultural Comprehensive Development Diversified Project Feasibility Study Report, Construction Project Economic Evaluation Methods and Parameters (Third Edition), promulgated by the General Office of Planning Commission and Ministry of Construction of the State. On the Implementation Views on Accelerating of the Building of Socialist Rural and The Implementation Advice on Building a Resource-intensive and Environment-friendly Society, and promulgated by the municipal government of Jincheng, and based on the existing relevant policies, regulations, norms and standards of China grain construction projects. The report comprehensively described the main contents of the feasibility study report, according to agricultural development planning requirements of Jincheng and the actual situation of the Colored soil grains development Co., Ltd, in accordance with the long-term development plan of the company, had a full and detailed investigation for project of Millet comprehensive processing built in Mengjiang village, with the provisions of national on the scope and depth at the feasibility study stage, discussed the background, basis, necessity, feasibility and conditions of the project construction; analyzed and forecasted the market actuality, prospect, competitive edge, sales strategy of the products; comprehensively analyzed, researched and evaluated the scale of the building, programs, production technology program, equipment selection, implementation progress, investment estimates, financing, financial evaluation, risk analysis, environmental protection, fire protection, energy conservation, organization management and economic benefits, ect.; to provide a reliable basis for implementing of the project. The main contents inclued: (1)background and necessity, site selection and construction conditions; (2) the market of the products and sales program; (3)building programs and implementation progress; (4) investment estimates and financing, financial evaluation and risk analysis; (5)environmental protection, energy conservation and organization management; (6) social impact assessment, comprehensive evaluation and conclusions of the project. After putting this project into effect, it would realize 265.4 million yuan in annual sales income, with the sales tax and surcharges are 1.52 million yuan; The annual average total profit and the annual average after-tax profit of this project are 88,675 thousand yuan and 66,506 thousand yuan respectively; The project has significant economic benefit after paying for the annual average income tax of 22,169 thousand yuan. The internal rate of return of total investment is 34.9﹪(after taxes) and the recovery period of investment is 2.99 years. The above calculated results of these economic indicators showed that this project has good profitability, debt paying ability and a strong anti-risk ability, therefore it is feasible.
