摘要
近年来,作为驱动绩效产生的胜任力日益受到企业的重视。越来越多的企业
把岗位胜任力模型的构建作为激发员工潜能,驱动员工取得高绩效,完善企业系
统能力的一种有效手段,并通过推动企业获得持续的竞争优势来促进企业战略目
标的实现。目前,国内化肥企业正面临产能过剩,全行业普遍亏损的不利局面

吉林长山化工有限公司作为吉林省区域重点化肥企业要想摆脱目前发展困境,可
以运用目前较为成熟的胜任力模型理论,对财务部门等关键部门或岗位进行胜任
力模型构建研究,以因应各种不利因素,提升企业盈利能力

本文通过查阅文献,对胜任力模型相关理论进行了详细研究。在此基础上结
合企业和企业财务部门人力资源状况的现状,采用了通用的胜任力模型构建方
法,对企业财务部门岗位胜任力模型进行构建。本文研究了企业的现状及企业财
务部门人员的现状,通过对企业财务部门人员现状进行深入分析进一步明确了企
业构建财务部门胜任力模型的重要性和必要性,同时根据企业财务部门组织结构
确定分财务专员、财务经理、财务总监三个岗位类别构建胜任力模型。本文主要
采用问卷调查法进行调查,提取和确定企业财务部门胜任力模型各要素的构成,
最后建立财务部门岗位胜任力模型。问卷调查阶段分为三个步骤,即模型胜任力
要素初步筛选阶段,调查问卷设计阶段以及数据收集阶段。在模型胜任力要素初
步筛选阶段,根据胜任力要素中核心胜任力要素、通用胜任力要素、专业胜任力
要素三个不同类别的不同特点,采取不同筛选办法。核心胜任力要素主要来自于
企业基于发展战略形成的核心价值观或文化理念。因而,本研究将通过了解企业
核心价值观或文化理念对核心胜任力要素进行筛选。通用胜任力要素以及专业胜
任力要素将主要通过文献查阅的方法对财务部门所需要的胜任力要素进行初步
筛选。同时,考虑到企业所处行业为化肥生产行业,其经营特点与其他行业存在
着差异,本研究将进一步通过对互联网上其他化肥生产企业财务部门人员招聘广
告进行研究,归纳总结具有行业特点的胜任力要素。在调查问卷填写和回收完成
后,采用 SPSS 统计分析软件,运用统计理论方法和技巧对调研问卷数据进行分
析、归纳,并进行了问卷的信度分析,最终构建了企业财务部门三个岗位类别的
胜任力模型。从知识与经验、个性能力、工作能力与综合素质等三个维度,共
22 个胜任力要素来构建财务部门胜任力模型。最后,在本文构建的企业财务部
门胜任力模型的基础上,从人才规划、人员甄选调配、绩效管理、培训开发等方
面提出简要的应用建议

通过研究发现,对比企业财务专员、财务主管、财务总监三组胜任力模型,
财务专员具备的都是通用的胜任力素质,侧重于严谨,诚信,团队合作;财务经II
理除了必须具备这些素质之外,更侧重于沟通能力及团队合作能力,而财务总监
更要掌握国家的政策法律,以及具备相当的决策能力,抗压能力及领导能力。本
文构建的财务部门胜任力模型将可以运用于企业人才规划、人员甄选调配、绩效
管理、培训开发等领域,对于提高企业财务部门绩效表现有着较好的指导推动作

Abstract
In recent years, the competency that can improve perfermance attracts the
attention of enterprises, government agencies and other organizations increasingly.
More and more enterprises to build the competency model as to motivate employees,
drive employees to achieve high performance, to improve the enterprise system
capacity, and help enterprises to obtain sustainable competitive advantage. At present,
the domestic chemical fertilizer enterprises are facing overcapacity, the industry
generally unfavorable situation. Jilin Changshan Chemical Co. Ltd. in Jilin Province
as the regional key fertilizer enterprises to get rid of the current predicament, can use
the mature competency theory model, for the financial sector and other key
departments or positions of empirical research on the competency model, due to
various unfavorable factors, enhance corporate profitability.
In this paper, through the literature review, the competency model related to a
detailed study of the theory. On this basis, combined with the present situation of
enterprise and enterprise financial department human resource status, the general
competency model construction method is adopted to construct the competency model
of enterprise financial department post. This paper studies the present situation of the
enterprise and the status of corporate finance department personnel, through the
corporate finance department personnel status in-depth analysis to further clarify the
importance and necessity of the establishment of the competency model of
enterprise&39;s financial department at the same time, according to the enterprise
organization of financial department to determine the financial officer, financial
manager, chief financial officer of three categories of posts for construction force
model. This article mainly uses the questionnaire investigation method, carries on the
investigation, extracts and determines the enterprise financial department competency
model each element constitution, finally establishes the financial department post
competency model. The questionnaire phase is divided into three steps, that is, the
initial stage of competency screening, the questionnaire design phase and the data
collection phase. In the model of competency screening stage, according to the
different characteristics of core competency competency elements, general
competency and professional competency in three different categories, different
screening methods. The core competency mainly comes from the core values or
cultural ideas formed by the enterprise based on the development strategy. Therefore,IV
this study will examine the core competency or cultural concepts to screen core
competencies. General competency elements and professional competency factors
will be primarily screened through literature review methods to identify the
competency elements required by the financial sector. At the same time, taking into
account the business sector for fertilizer production industry, the difference of its
operating characteristics with other industries, this study will further through the
research on the Internet and other chemical fertilizer production enterprises finance
department staff recruitment advertising, summarized has the characteristics of the
industry competency elements. In the survey questionnaire and recovery is completed,
using SPSS statistical analysis software, using statistical theory methods and
techniques for questionnaire data analysis, summarized, and analyzed the reliability of
the questionnaire, finally constructs the competency model of enterprise financial
sector three job categories. From the three dimensions of knowledge and experience,
individual ability, work ability and comprehensive quality, a total of 22 competency
factors are constructed to construct the competency model of the financial department.
Finally, on the basis of the competency model of enterprise financial department, this
paper puts forward some suggestions on talent planning, personnel selection,
deployment, performance management and training development.
Through the study, comparison of enterprise financial specialist, treasurer and
chief financial officer of the three group competency model, financial specialist have
are general competency, focus on rigorous, honest, team work; in addition to the
financial manager must have these qualities, more emphasis on communication skills
and teamwork ability, and more financial director to master the national laws and
policies, and considerable decision-making ability, compression ability and leadership
skills. The financial department of the competency model will be applied to the
enterprise human resources planning, personnel selection, performance management,
training and deployment of the development of the field, to improve the enterprise
financial sector performance has a good guiding role.
