绩效管理是提高公司竞争力、促进公司发展的根本保障,绩效考评则是绩效管理的
重中之重。中层管理队伍在公司中起着中坚力量的作用,其绩效考核体系也成为公司绩
效考评的试金石。从 B 市烟草公司的人力资源管理目前的情况来看,其中层管理人员绩
效考核体系存在很多缺陷,如何用科学、规范的方式对该公司中层管理人员进行公平、
公正、公开的评价,以及结合公司发展的需要,按照考核的结果对中层管理人员进行激
励奖惩、职位调整、教育培训等,更大的提升队伍水平,作为一个很大的难题,长期困
扰着 B 市烟草公司,是否能够解决这个难题,直接关系到公司是否能够长远发展,公司
的业绩是否能够提高

鉴于上述问题,本文首先介绍了论文的研究意义、背景,绩效考核理论相关的国内
以及国外大量的文献资料,并对与中层管理人员绩效考核体系相关的一些理论和方法进
行了深入分析。其次,结合 B 市烟草公司的实际,对现有的与绩效考核相关的理论和方
法初步进行了分析和选择,然后加以应用,对公司现有的中层管理人员的绩效考核体系
等进行了分析,通过实地调查研究、问卷调查、听取相关人员的意见建议的方式,找出
了现有绩效考核体系存在的问题,为考核体系的优化提供了科学的依据和参考。最后,
运用考核相关的理论方法,结合公司实际的情况,对现有中层管理者绩效考核体系进行
了优化完善,同时针对考核体系运行的保障措施进行了完善,为进一步推动绩效考核的
公平以及顺利实施,发挥考核最佳的效用奠定了坚实基础

本文通过研究提出的中层管理人员考核体系以及研究结论,比较客观的评价了中层
人员的表现,对于 B 市烟草公司中层管理人员的绩效考核具有非常大的指导意义,能够
实现公司业绩和个人发展“双赢”的目标。同时本文的研究成果,为其同类的垄断企业
中层管理人员的绩效考核工作提供了可以借鉴的成果和研究思路
