随着社会信息化进程的加快和电信改革的深入,国内电信市场逐步幵放,中国电信
所面临的市场竞争愈加激烈。对中国电信云南分公司而言,在市场竞争中所面临的风险
因素类型众多,在时间和空间分布上具有广泛性。因此,风险管理是公司管理的重要组
成部分,尤其是公司的项目风险管理更应加以重视。对中国电信云南分公司而言,T项
目是一个新的业务增长点。有效规避风险与排除障碍是保证项目在短期时间内完工的重
要步骤。
本文以中国电信云南分公司为研究对象,在搜集大量的有关项目风险管理的文献以
及中国电信云南分公司风险管理内部资料的基础上,对T项目建设的风险管理进行了深
入研究。本文在具体论述国内外项目管理风险相关文献的基础上,深入分析了云南电信
公司T项目的案例分析,从项目风险识别、风险评估到风险控制进行了详细阐述,建立
了 T项目的风险因素量化表对项目风险进行量化评估,并对评估所得的风险因素采取有
效的控制策略来转移、减轻、规避T项目在实施过程中发现的风险。

Abstract
With the rapid development of social information and telecommunication reform, the
domestic telecommunication market opens up gradually. China telecom market competition is
faced with more and more pressure. Therefore, risk management is an important part of
company management, especially the company's project risk management .For the Yunnan
branch of China Telecom, various types of risks in the market competition, has a wide
distribution in time and space. Aiming at China Telecom Yunnan branch,this article analyses
the Yunnan branch of China Telecom T project background and external environment, based
on the research of project management, and the comprehensive risk management theory and
methods. Through the above steps can this article identify the project's overall risk, evaluate
the interna] and external risk, and finally build a comprehensive risk management system of
China Telecom Yunnan branch, in order to put forward the basic countermeasures of
comprehensive risk management.
