目前,市场环境越来越幵放、市场竞争日趋激烈,绩效管理已经成为企业日常管理
工作中的重点,也是现代人力资源管理研究的重要课题,很多研究旨在通过有效的绩效
管理来激励员工、提升员工个人绩效,达成企业绩效提升,最终达到员工个人能力和企
业绩效互动螺旋式上升的目的。
沈阳房地产置业担保公司在十几年的快速发展过程中,随着房地产业宏观经济和微
观经济的变化,随着企业不断深化改革和创新发展,已经出现了职工队伍庞大、管理成
本高、工作效率低等一系列问题。因此,为确保企业的日常稳定经营和可持续发展,公
司特别需要建立一套有效的、操作性强的、易接受的绩效评价体系。
本文正是在这一背景下,从剖析绩效评价的相关理论开始,分析了 360度绩效评价
法、关键绩效指标法、目标管理法和平衡记分卡等绩效评价方法的优点与局限性,并以
此为设计该公司绩效评价体系的理论基础。同时,本文通过分析该公司的经营现状和发
展目标,提出了现有绩效评价体系存在的一系列问题,再根据上述理论基础,结合企业
实际,针对不同层次、不同类别员工的工作分析及绩效特征分析,来确定不同层级、不
同岗位员工的评价重点、评价指标、指标权重和评价标准,从而确立企业高层管理员工、
中层管理员工和普通员工三个层面的绩效评价体系。
总之,作者以绩效评价相关内容为理论基础,凭借长期国有企业工作实践经验,旨
在探讨绩效评价体系在大中型国有企业的设计与应用,希望能够为国有企业的绩效评价
工作提供一点有价值借鉴与参考。

Abstract
In today's increasingly competitive market, performance management, as the core issue
of modern human resource management,is also an important research topic of modern human
resource management. With effective performance management, many studies are aimed at
motivating staff and enhancing their individual performance, in order to improve the
corporate performance and ultimately to achieve the spiral increase due to the improvement
interaction between the employees' personal ability and corporate performance.
In the fast development of the past few decades, with the macroeconomic and
microeconomic changes of real estate and the continuously in-depth reform as well as
innovation of the company, Shenyang Real Estate Guarantee Company has to face a range of
problems,such as the large workforce, the high management costs,the low work efficiency
and so on. Thus, to ensure the stable business and sustainable development, the company
needs to create an effective set of performance evaluation system.
Just in this context, from the related theories of performance evaluation, this paper
describes several common methods of performance evaluation, like key performance index,
360 degrees, and balanced scorecard, and analyzes their advantages and limitations, laying a
solid foundation for the optimized design of performance evaluation system of Shenyang Real
Estate Guarantee Company. Moreover,through careful examination of operating status,
development goal and current performance evaluation system, this paper tries to find out
problems in the current performance evaluation system in this company. Based on the above
theories, the current situation of the company,and the working analysis as well as
performance feature analysis of employees from different working backgrounds, this paper
determines the different evaluation emphasis,index,weights and standards for these
employees, and reestablishes a tree-dimensional performance evaluation index system for
upper management,middle management and staff.
In sum, on the basis of the relative theories of performance evaluation and with the help
of the working experience of the author in state-owned enterprise, this paper discusses about
the design and application of performance evaluation system in large and medium-sized
