摘 要
评价绿色可持续发展高校的建设情况是考核高校响应国家政策号召力度和
自身环境和教学水平的重要手段,也将为在科学发展观指导下建设环境友好型、
资源节约型社会提供相应的文化基础和理论依据。构建一套符合国内实际情况的
指标体系,为更好地指导高校开展可持续发展工作已成为当务之急。

本文在研究国内外该领域发展情况时发现,各国文献着笔点主要于高校环境
可持续发展,而对于高校评估指标体系当中重要组成部分如:教育、科研及运营
管理方面的考核指标体系尚未系统化。上述评估部分当中的指标需定性判断,而
国内在该领域研究成果中并未有定性转换为定量的评价方法,这样就无法对现有
高校在执行可持续发展理念,构建绿色校园过程中做出合理的评价,并难以给出
科学的指导意见。

为克服当前指标体系缺陷,本文将绿色和可持续发展两个近似概念加以思路
上的区分;把生态环境和校园环境纳入绿色层面,把高校教育教学和运营管理纳
入可持续发展层面。通过文献归纳、德尔菲、层次分析等方法搭建三层指标构成
体系,并分别给出各个指标的最佳值、计算公式和统计口径,即使在定性指标处
理上,也均给出了定量转化方法,以真正实现评价指标的科学性、公平性和可操
作性。

ABSTRACT
The evaluation of the sustainable development situation of green university has
become an important measure to reflect the ability to implement the national policy
and academic level for a university as well as cultural and theoretical foundation for
the establishment of environment friendly and resource-saving society under the
guidance of the scientific concept of development. What is more, it is also an urgent
task to build up a set of indicator system that suits the current domestic situation and
leads the sustainable development strategy for universities.
After referring to a great amount of materials regarding domestic and internation-
al situation, it is also pointed out in the paper that most literatures only focus on the
development environment of universities and lacks in the generalization of evaluation
indicators over major elements such as education, scientific research and management.
Although there have existed some qualitative judgments over the evaluation, the
measures of transforming qualitative research into quantitative research is still lacking
in China, which makes it almost impossible to give an rational judge and advice over
the achievement of sustainable development attained by green universities.
In order to overcome this obstacle existing in the current indicator system, the
paper makes an attempt to discriminate between green concept and sustainable de-
velopment, integrate ecological environment and university environment into the
green concept as well as academic education and management into sustainable devel-
opment. Built on the three-level indicator system through materials generalization,
Delphi method and hierarchical analysis method, the paper also provides the optimal
value, computing formula and statistic standard, respectively. There is also an intro-
duction of quantitative transforming method to handle qualitative indicator so as to
maintain the fairness, accuracy and maneuverability of the indicator system.
