本文首先对国内外城市管理的相关理论和研究进行综述和归纳,提出城市管
理和城市管理模式的概述,为分析天津城市管理效率奠定理论基础。继而分析我
国城市管理的发展现状,提出城市管理创新研究模式。
对天津市城市管理效率的分析中,运用城市管理指数,从经济效率、结构效
率、社会效率、人员效率、发展效率、环境效率等不同方面从横向和纵向分析了
天津市城市发展状况,指出天津市在城市管理方面的优势和问题,并对经济结构
不合理、失业率较高、政府机构重叠、人员臃肿等问题进行了具体了分析。
在天津市城市管理效率分析的基础上,结合天津市在城市管理方面的问题,
有针对性的提出了天津市城市管理效率提升方法,为天津市城市管理提供参考建
议。
在提高天津市经济效率指标上,提出打破自我发展模式,建立整体发展模式;
大力发展私营经济,鼓励中小企业发展;扩大内需,刺激内部消费,带动自身经
济活力的意见,以进一步加强天津市经济发展水平。在对天津市城市发展结构效
率低、第三产业占 GDP 比重较低的现象,提出优化产业结构,大力发展现代服
务业的建议。针对天津市社会效率较差,失业率居高不下的现象,建议天津市采
用多种途径促进城市人口就业,包括加快产业结构调整、挖掘潜力就业岗位,加
大对就业人员教育培训力度,调整就业人员观念。针对天津市人员效率严重落后,
政府机构重叠、人员臃肿的现象,提出要从优化组织机构、明确职责划分,强化
竞争意识、完善激励制度和加强并完善天津市城市管理队伍建设等途径提高政府
人员工作效率。天津市人均教育支出与北京、深圳的一线城市尚有较大差距,城
市发展效率仍有待提高,针对这一现象提出加大政府教育拨款力度、增强全民教
育消费意识和扶持教育培训业发挥的意见不但提高教育支出水平。针对天津市空
气污染严重,环境效率较低的现象,提倡天津市要重点较强环境治理特别是空气
治理。

The development of the city is very important for a country, Li Keqiang
mentioned that the urbanization is the biggest domestic demand, it rely on the reform
to play out the potential. Into the Twelve Five, China's urbanization is changing
from the development-oriented to the people's livelihood well-being. China is
increasingly focusing on the efficiency of city management, and the efficiency of one
city is used to measure the overall development of city.
First of all, the paper summarizes the city management related theory and
research at home and abroad , it puts forward the overview of city management and
city management model in order to lay the theoretical foundation for analysis of
tianjin city. Then the paper analysis the development status quo of urban management
in China, it puts forward the research of urban management innovation model.
In this paper, city management index is used to analyze the city management
efficiency of Tianjin from the economic efficiency, structure efficiency, social
efficiency, personnel efficiency, development efficiency and environmental efficiency
from the horizontal and vertical. Based on the analysis results, we point out the
advantage and problems of Tianjin in city management and problems, and some
problems such as the irrational economic structure, high unemployment, government
agencies overlapping and overstaffing problem are carried on the detailed analysis.
According to the analysis of city management efficiency and existed problem in
Tianjin, the article targeted puts forward certain methods to improve Tianjin city
management efficiency, providing a reference for Tianjin city management.
To improve Tianjin economic efficiency index, it should break self-development
mode, establish the overall development pattern; Developing the private economy,
encourage the development of small and medium-sized enterprises; expand domestic
demand, stimulating domestic consumption and drive economic vitality, to further
strengthen the level of economic development in Tianjin. Facing the phenomenon that
the low efficiency of urban development structure and the low share of tertiary
industry of GDP in Tianjin, it puts forward to optimize the industrial structure,
vigorously develop modern service industry. For the phenomenon of low Tianjin
social efficiency, high unemployment, it is suggested to use a variety of ways to
promote employment of city population in Tianjin, including to speed up the
adjustment of industrial structure, excavate potential jobs, strengthen staff education
