随着能源形势的日益严峻,资源和环境问题日益突出。工业是我国能源消耗的大
户,而石化行业作为其重点耗能行业是工业能源消费中的主力军,大部分企业存在能
耗高、污染物排放量大等特点,与世界先进国家有很大的差距。云南云天化国际化工
股份有限公司富瑞分公司(以下简称“云天化国际富瑞分公司”)是云南云天化国际
化工股份有限公司所属5家分公司之一,位于安宁工业园区草铺片区,是云南国家级
磷复肥基地实施主体之一。公司装置投产以来,通过加强能源管理,实施节能技术改
造在节能降耗方面做了很多有益的探索并取得了积极的效果。
本文通过对能源的研究引出了在当今能源紧缺,国家能源政策日益严苛的背景
下,企业要想在竞争中得到生存,必须走节能降耗的道路。通过对云天化国际富瑞分
公司的能源管理现状的描述和分析,把持续改进,结合标杆管理应用于化工生产制造
企业,通过能源管理现状分析从耗能工序划分、分别在节能管理组织架构、能耗管理
意识、能源管理制度建设、计量器具配置、统计及统计结果的运用、重点耗能设备的
管理等方面找到了改进和优化的空间。通过一个个PDCA循环的改进,持续实施标管
理,能源消耗得到降低质量和能源管理水平得到提升。全面阐述了企业如何更好地提
高能源管理水平,降低能源消耗、提高能源利用效率,最终提高企业的经济效益,具
有重要的现实意义。

Abstract
Resources and environmental issues have become prominent more and more with the
increasingly severe situation of energy. Industry is the major energy consumption sector in
China. Among its key energy consuming industries the petrochemical industry is the major
force of industrial energy consumption. Most of enterprises are characterized by high
energy consumption and heavy emissions of pollutants. There is a big gap in this area
with the advanced countries in the world. Furui Chemical Co. Ltd under Yunnan
Yuntianhua International Chemical Co. Ltd (hereinafter referred to as “Yunnan Yuntianhua
International Furui Branch) is one of the five sub-companies under Yunnan Yuntianhua
International Chemical Co. Ltd,which, located at Caopu township, Arming City,is one of
the implement subjects of state-level phosphate compound fertilizer base in Yunnan
Province. The company has done lots of helpful exploration and achieved positive effects
since it put into operation by means of strengthening energy management and
implementation of energy-saving technological transformation.
This paper starts from energy research and an topic is presented that an enterprise
wants to survive in the competition with today's energy shortage and an increasingly
stringent national energy policy a road is inevitable to take for saving energy and reducing
consumption. It first describes the management status of energy in Yuntianhua International
Furui Branch and an analysis is performed and a continuous improvement and
benchmarking management are applied in chemical manufacturing enterprises. The paper
starts from analysis of management status of energy and the division of energy
consumption procedure and seeks to reveal the improvement and optimization space
respectively in organization structure of energy management, awareness of energy
consumption management measuring apparatus furnished, the application of statistics and
statistic results, the management of main energy consuming equipment and so on. The
energy consumption eventually reduced, the level of quality and energy management is
elevated through every PDCA circle improvement and ceaseless implementation of
