近年来,我国积极探索及推进深化医药卫生体制改革,努力使医疗水平及医疗保障制度不断

完善与提高,不断健全医疗卫生服务体系,让广大人们群众享受到了更加完善和髙质量的医疗服

务,加快了医疗服务水平的提高速度。与此同时,伴随着我国社会经济的告诉发展以及人民群众

生活水平的逐步提髙,人民群众对卫生医疗服务也提出了更高的要求。所以,我们在看到医疗卫

生事业得到快速发展并取得一定成绩的同时,也要清醒的意识到我国的医疗卫生服务体系仍然存

在着诸如资源配置不均衡、医疗服务效率有待提高、医疗服务的可及性差、医疗费用增长过快以

及医疗质量参差不齐等问题,人民群众所关注的“看病难、看病贵”的问题仍未得到根本的解决。

宁夏医科大学总医院(更名前为“宁夏医科大学附属医院”),是宁夏区内规模最大、设备最

全、人才最多的一所三甲医院,通过近10年的快速发展,现已成为陕、甘、宁、蒙区域性医疗、

科研、教学、培训、考试中尤v近年来,信息化建设与信息技术应用早已成为医院曰常运行的重

要组成部分,尤其是经历了最近10年的快速发展,医院已经建立了一套先进、完善的信息系统,

实现了医院医疗、收费、成本核算、病案统计等工作的信息化。2012年6月,宁夏医科大学总医

院组建了以自身为核心,23家医院为成员的医院集团。该集团将以“优化资源配置、实现优势互

补”为原则,重点从管理输出、技术输出、人才培养、质量控制、多点执业等方面实现资源整合,

稳步推进医院集团发展。未来,总医院及各个分支医院、协作医院间,将通过搭建先进的信息化

平台,满足双向转诊、远程会诊、医疗资源共享等需求,进一步解决宁夏区内医疗资源配置不平

衡等问题,给患者提供更加快速、髙效、均等的医疗服务。

本文旨在从区域信息化建设的角度对宁夏医科大学总医院医院集团信息化建设进行尝试性

研究,通过阐述国内外区域医疗信息化的历史与发展以及目前宁夏医科大学总医院医院集团及各

合作医院的信息化建设现状及存在的问题,尝试性的提出解决集团化医院信息化建设中存在的问

题,从而寻找区域医疗信息化建设的突破口,进而达到提髙医疗质量、改善医疗服务、解决或缓

解人民群众“看病难、看病贵”问题。

Abstract

In recent years, China has actively explore and promote the deepening medical and health system,

and strive to make the level of medical and health care system continue to improve and improve,and

constantly improve the health service system,so that the masses enjoy a more complete and

high-quality medical services, to accelerate raising the level of medical service speed. At the same time,

along with the rapid development of China's economy and gradually raise the living standards of the

masses,the masses of the health and medical services are also put forward higher requirements. So, we

get to see the rapid development of medical and health services and have made certain achievements,

but also clearly aware of China's medical and health service system there are still many problems, such

as resource allocation is not balanced, the efficiency of health care services needs to be improved, health

care service availability is poor, the rapid growth of medical costs and uneven quality of medical care,

etc., and the difficult and expensive problem concerns the people have not been fundamentally

resolved.

Ningxia Medical University General Hospital (former renamed Ningxia Medical University

Hospital), is the Ningxia region's largest and most complete equipment, up to a top three hospital

personnel,through nearly 10 years of rapid development, has become Shanxi, Gansu, Ningxia, Inner

Mongolia and other regions set of medical, research, teaching, training, examination as one of the

medical center. In recent years, information technology and information technology has become an

important part of the daily operation of the hospital,especially after the recent 10 years of rapid

development, the hospital has established a set of advanced, comprehensive information system, the

hospital medical costs,cost accounting, medical records and statistics work in information technology.

June 2012, the General Hospital of Ningxia Medical University set up its own core, 23 hospitals as a

member hospital group, the group will be to optimize the allocation of resources to achieve mutual

complementarity principle, focusing on output management, technical output from personnel training,

quality control, and other aspects of multi-practice integration of resources, and steadily push forward

the development of the hospital group. The future, and the various branches of the General Hospital

between hospitals, hospital collaboration, through advanced information technology platform built to

meet the two-way referral, remote consultation, medical resource sharing needs, to further address the

unbalanced allocation of medical resources in Ningxia region and other issues, to patients with more

rapid,efficient and equal medical services.

This article aims to information from the perspective of the construction area of research to try to

informatization construction of Ningxia Medical University General Hospital, hospital groups, domestic

and regional health information by describing the history and development of Ningxia Medical

University General Hospital, and is currently its cooperation construction status information between

hospitals and the problems of attempting to solve possible problems raised group of hospital

information construction program, in order to find a breakthrough in the area of medical information,

and to improve quality of care, improve medical services to address or mitigate the masses difficult and

expensive problem.
